Research On The Practice Of Comprehensive Improvement Of Village Land Under The Background Of Land Spatial Planning

With the continuous economic and social development and "three rural" issues increasingly prominent,the village land management has put forward a series of new requirements.In recent years,the No.1 document of the Central Committee of the Communist Party of China has put forward clear requirements for land reclamation.In the process of the gradual improvement of the national land planning system and the full implementation of the rural revitalization strategy,comprehensive land improvement has become an important way of sustainable development and urban-rural integration.The Ministry of Natural Resources(MNR)printed and distributed the Circular on Carrying out the Pilot Program of Integrated Reclamation of Land in the Whole Region(Circular),specifying that the comprehensive reclamation of land in the whole region shall be based on scientific planning,and towns and townships shall undertake the specific pilot program as the basic implementing units.At present,the comprehensive land reclamation of villages is still in the national pilot stage.In order to probe into the comprehensive land reclamation of villages under the background of national land space planning,this paper firstly clarifies the relevant concepts and summarizes the experience and deficiency of the comprehensive land reclamation at home and abroad.Secondly,the paper systematically expounds the necessity of the implementation of the comprehensive land reclamation under the background of land space and the new requirements of the model of the comprehensive land reclamation under the background of land space.Finally,Qing long Village,Dipu Street,Anji County,is chosen as an example to demonstrate the "3 + X" method.The main results of this paper are as follows:(1)Compared with the traditional land reclamation of villages,the comprehensive reclamation of the whole land of villages in the new period is more in-depth and systematic in scope,goal and content.Under the background of land space planning,it is of great significance to explore the comprehensive improvement of rural land for ensuring national food security,promoting rural land conservation and intensification.(2)Under the background of the reconstruction of the territorial space planning system,the content of comprehensive land reclamation for the whole area of villages shall focus on "all elements".According to the logic deduction of "rectification contents-rectification type-rectification measures",the content of land reclamation for the whole area of villages shall be summarized as "3 + X" rectification.Among them,"3" represents the three essential contents of farmland improvement,village improvement and ecological restoration;"X" is the characteristic improvement according to the regional natural resources’ endowment of different villages.(3)Through the implementation of the overall land reclamation plan,the reclamation scale of construction land in Qing long Village is 22.3396 hectares;reclamation of cultivated land is 16.3924 hectares;non-grain reclamation project covers an area of 52.4831 hectares;reclamation of cultivated land is promoted,and reclamation of thousands of acres of cultivated land is carried out,covering a total area of 113hectares;210 rural households and 23 enterprises are relocated,and the planned number of rural households is 230,with an average land area of 316 square meters/household;the reclamation area of silt dredging and landscape along the Lixi River is about 3.9333hectares;comprehensive reclamation of hidden danger areas such as landslides and debris flows is carried out,and the vegetation coverage rate is increased to 1.2kilometers.To effectively change the production and living conditions and ecological environment of Qing long village.
