Study On The Compilation Of Practical Village Planning Under The Background Of Land And Space Planning

With the determination and implementation of the country's rural revitalization strategy,and the establishment of the national spatial planning system,the development and construction of rural areas ushered in new opportunities,and village planning is also facing big challenges and changes.Under the superimposition of the implementation of the two backgrounds of the rural revitalization strategy and the construction of the national spatial planning system,the ideas,concepts,and technical routes of village planning must also change accordingly.Based on this,this article has carried out related research and exploration from three aspects: background,theory and case at three levels of macro,meso and micro.First of all,from the macro level,the current background of village planning,related theories,domestic and foreign development status are studied.Through the study of the current background of village planning,we recognize that the current village revitalization strategy and the practical village planning in the context of land and space planning Timeliness and necessity,on this basis,the analysis of foreign excellent village planning experience,from the perspective of ideas,systems,regulations and other top-level design points to draw some practical practices to guide the current practical village planning related issues.Then,it summarizes and analyzes the development process,theoretical research progress,and many problems existing in the planning and implementation of the village planning and construction in China in the past,and sorts out the relevant research on the early "multiple regulations in one" village planning to understand its development status and development This level is used as an entry point to consider the new target requirements,compilation methods and key difficulties faced by practical village planning in the context of national spatial planning.Secondly,it conducts in-depth theoretical research on practical village planning in the context of national land spatial planning from a meso perspective,and discusses the differences between it and traditional planning in detail,including the requirements of functional status,nature,characteristics,and compilation principles.Compared with the change in planning ideas,the main points of planning preparation,the construction of preparation ideas,and the specific methods of spatial control,etc.,serve as the theoretical and methodological basis for guiding the practical planning of various types of villages under the background of rural revitalization strategy.Finally,from the micro level,one of the four types of villages proposed by the rural revitalization strategy,the agglomeration promotion class,was used as an example to conduct a detailed study of practical planning.Combining mesoscopic theoretical research and typical case analysis,the agglomeration promotion class under the background of national spatial planning was proposed.The technical route and working process of the preparation of village practical planning,at the same time,discuss the technical difficulties and standard issues in the preparation of the plan,and study the important part of practical village planning-public participation related issues.Based on this,an empirical study was carried out by taking the practical village planning of Hedi Village,Jinqu Town,Meixian County as an example,to verify the feasibility and practicality of theoretical research,and to provide practical planning for other villages with clustering and promotion.Provide experience.
