Ship cargo transportation has become an important mode of logistics transportation because of its large volume of transportation,high commonality of transportation and relative cost to other modes of transportation.Involved in the process of shipping,ship owners,cargo owners,freight forwarding,shipping agency,customs,inspection and quarantine,and many other aspects of the work,it also involves the ship loading and unloading and route scheduling problem,these factors will affect the quality of the shipping service and transportation efficiency,especially in the process of actual transport ship dynamic scheduling problem,but also improve the efficiency of the shipping core problem,in this study has very important theoretical and practical significance.This paper starts from the actual situation of ship charter transportation of a large steel manufacturing company to carry out research work.The actual production process of this enterprise is to arrange production according to the order and delivery time.The steel products produced must be quickly completed from the origin to the port of shipment,and then by water transportation to the port of destination,and finally to the final customer.Among them in order to complete the steel products from the port of shipment to the port of destination need to charter in advance and arrange the transportation routes,but because of the influence of production scheduling and delivery time,often leading to arrange in advance the shipping date,route,and the change of load,dynamic scheduling problem,and thus,the other ships vulnerable to channel in the process of transportation,hydrology and other factors,can also cause a change in the shipping date and loading capacity,thus to improve the utilization rate of rent in the shipping date of the ship,to ensure timely completion of transportation task is very concern of the enterprise.It is of great practical significance to study the dynamic scheduling of ships under the influence of disturbance factors.Based on the study of relevant theories and methods of waterway transportation and ship dispatching,combined with the characteristics of trap-charter transportation and bulk industrial material transportation in actual transportation demand,this paper firstly constructs a mixed integer programming model of static dispatching and gives corresponding constraints.After the introduction of the time axis,the dynamic problem is statically treated by marking the transportation task,and the mixed integer programming model of dynamic scheduling subject to two disturbance factors,namely the change of transportation demand and the limitation of vessel passage,is proposed respectively.Second,design the static scheduling model based on two phase genetic algorithm solving thought and method,for in the frame of the genetic algorithm involves the optimal affiliated port sequence generation algorithm,capacity constraints,as well as the initial solution generation algorithm has carried on the detailed design,and then under the influence of disturbance factors of the dynamic scheduling model design,respectively discusses the requirements of new and ship traffic limit concrete solving method of two kinds of disturbance factors.Finally,an example is given based on the problem of ship charter in a large steel manufacturing company.The research shows that the model and algorithm in this paper can be used to maximize the total traffic of the ship in the charter period,and the shipping route can be well designed,the order of the port of call can be reasonably arranged,and the ship loading list can be given.In terms of performance and efficiency,the two-stage genetic algorithm can improve the convergence speed,and the storage memory function of the database can be used to store related results to avoid double calculation,so as to improve the computational efficiency.In the dynamic dispatching under the influence of disturbance factors,the original transportation plan can be reasonably adjusted on the basis of saving manpower and material resources,so as to improve the utilization rate of the ship.The model and method in this paper can provide a strong theoretical support for iron and steel enterprises to provide a scientific and reasonable ship scheduling plan under the mode of ship charter transportation.
