Research On Regional Layout Strategy Of PDA

In recent years,due to the new situations and requirements of changes in the domestic and international economic situation,economic restructuring of the hinterland,and upgrading of port functions,PDA(Port Dalian Authority)carry out the upgrading of advantageous port resources and the construction of new ports,seized the superior sources of supply,increased competitiveness,and occupied the market.However,the surrounding ports such as Yingkou,Dandong and Jinzhou continue to increase the construction of deep-water terminals,and take advantage of the proximity to the northeast source of goods,and more sensitive freight rates in oil products,iron ore,steel,and domestic trade containers.The original source of logistics in Dalian was diverted,and the market share of PDA declined.In order to cope with the increasingly fierce competition in Liaoning and Bohai Rim ports,PDA must proceed from the overall situation and implement regional layout,taking into account its own development,market demand and competition,financial pressure and other advantages and disadvantages.PDA must further subdivide the hinterland economy,reasonably predict freight demands scientifically develop port positioning,appropriately plan the construction scale,and construct the integrated development model of port and city,and resolutely abandon the port areas where the supply situation is not optimistic,the competitive advantage is not obvious,and the investment income expectation is not realized.Based on the present situation of PDA’s regionalized layout,this paper compares and analyses the supply situation and the surrounding competition situation,analyses the main problems and causes of PDA’s regionalized layout,and puts forward suggestions andsafeguards for Dalian Port Group’s regionalized layout.Through research and analysis,this paper puts forward measures and suggestions for the adjustment of PDA regional layout in view of the overall cooperative competition strategy of PDA.We will further optimize the regional layout of ports with "one core,two wings"and "one island,three bays" as the framework,and adjust and improve the specific functional positioning of each port area.The location of Dayaowan Port remains unchanged,that is the core function area of Northeast Asia International Shipping Center and Dalian area of Liaoning Free Trade Pilot Area,but some functions have been adjusted and transferred;the location of Dalian Bay Port Area has been adjusted to be an international cruise ship and passenger ro-ro center;and the location of Taipingwan Port Area is a core function area of the International Logistics Center to undertake the function transfer of existing ports;The positioning of Changxingdao Port Area has been adjusted to serve the basic port of the port industry in the island;Liaodong Port Area mainly serves the eastern border road and the economic hinterland of Korea;Liaoxi Port Area mainly serves the eastern Mongolia,western Liaoning and Eastern Hebei.By vigorously developing Dayaowan Port Area,promoting the layout of Taipingwan Port Area,properly distributing western Liaoning Port Area and Eastern Liaoning Port Area,we can enhance the market competitive advantage of PDA in the hinterland of Northeast China,tap potential market increment,realize the function transfer of the old port area,reduce investment intensity and alleviate capital pressure.
