Research On Free Trade Port Area Planning And Layout

As a free port with Chinese characteristics,free trade port area is a special economic zone most close to international practices,with most opening and preferential policies,the most complete functions and most obvious location advantages. Because of it's great promotion to the development of ports and region economy,local governments place great importance and enthusiasm to applying for establishment of free trade port area. In order to avoid duplication and improve scientific decision-making,this thesis tried to study free trade port area planning from a macro view based on quantitative analysis with qualitative consideration.This thesis fist summarized the basic development of China's bonded logistics,pointed out that international transit is the core function. At this stage free trade port area could set up import processing zone to expand functions,and finally developed to a free trade zone or a free port with international practices. Then,based on simple correlation and partial correlation analysis,this thesis established a viable and strict evaluation system of free trade port area,used a combination of subjective and objective method to empower comprehensive weights,calculated ranking orders of China's 30 major ports on the qualifications of establishing free trade port through grey relation method. In consideration of some qualitative factors,this thesis suggested that free trade port area layout should follow the sequence as regional layout,port level layout,port qualification layout,and finally gave out the priority order of free trade port establishment,in order to provide a reference guide for the macro policy- making.
