Research On Government Functions In Spring Water Protection And Management In Zhangqiu District,Jinan City

Since the eighteenth congress,the CPC central committee and state council attaches great importance to the construction of ecological civilization,ecological civilization construction to the more important strategic position,into the "five one" general layout,make a series of major policy decisions,introducing the overall scheme of reform of ecological civilization system,the implementation of action plan for the control of air,water and soil pollution.Zhangqiu is famous for its spring water,which has always been a unique natural style,cultural style and historical implication in the formation and development of the city,both historically and in the present era.The implementation of spring water protection,to ensure that the springs continue to spurt,to create and enhance the brand effect of spring water,is conducive to maintaining the characteristics of spring water in Zhangqiu,for the promotion of Zhangqiu popularity and attraction has a very important role.However,due to the influence of reduced precipitation,artificial mining,drainage of coal mine,land use and other factors,the government management is lacking and not in place.Since 1993,Baimaiquan has been cut off for four times.As a public good,spring water can only be protected and managed by the government.Because of the lack of government functions in the protection and management of spring water,the spring water is cut off,which has a negative impact on the economic and social development.It is of great significance to give full play to the functions of the government,ensure the continuous gushing of spring water,and promote the economic and social development and ecological civilization construction of Zhangqiu through the brand and industry of spring water.In this paper,the status quo of research on sustainable utilization of water resources and spring water protection at home and abroad as well as the functions of the government were comprehensively sorted out.With the full use of literature analysis and case analysis,the government function of spring water protection and management in Zhangqiu district was taken as a case to focus on the government function orientation in spring water protection and management.Based on the analysis of its function orientation and work status,the following four problems are put forward: the spring protection planning is not scientific,the spring protection management is not systematic;The implementation of the project approval system is weak,and the application of spring water impact evaluation is less.The law enforcement inspection system is not meticulous and the punishment of spring water destruction is weak.The comprehensive development strength is small,the spring water utilization added value is low.Finally,this paper takes the construction of ecological water city in guangzhou city,Guangdong province and the construction of the strictest water resources management system in Huaibei city,Anhui province as examples to learn from their advanced experience,and puts forward four countermeasures and Suggestions: scientific planning,strengthening the foundation of spring water protection;To promote the reform of project approval system and take spring water impact evaluation as a precondition;Build a cooperative working mechanism to form a joint force of spring water protection to check violations;Comprehensive development of spring water brand,improve the quality of the city and economic benefits.
