Study On Jinzhou Municipality Water Resources Management

Water is one of the most basic natural and strategic resources and plays an irreplaceable part.The local government has an extremely important role in the process of managing water resources.Jinzhou is located in western Liaoning province and has asemi-humid continental climate in the warm Temperate Zone,so it suffers an obvious deficiency in natural water resources.After years of efforts,Jinzhou has made some achievements in water resources management;however,there are still some problems including a severe shortage in overall water resources,especially in the aspect of urban water,a worsening groundwater environment,inefficiency in the development and utilization of water resources and misallocation of supply and demand of urban water resources.In addition to certain natural causes,these problems arise mainly from the misconduct of the local government.Due to the fact that the cost for maintain the status quo of water resources is far less than that of treatment of pollution of and protection of water resources,the local government takes no measure to protect and improve water resources.And its absence in protection and improvement of water resources leads to the long-term pollution of and undue attention of environment problems.In order to solve the problems that exist in Jinzhou's water resources management,the following measures should be taken: to improve the urban and rural water supply system,to replace "natural water" with "ecological water".The main part of this passage contains five sections.The first section states the water resource as the life line of maintaining the survival and extend of human beings.water resource is not only the important material of people's daily life and production activities,The pubic character of water resource make it necessary of government management;The second section dissects the water resource's management performance in jinzhou,after investigating the water supply,water usage and water consumption in jinzhou in time,to make a certain achievement and effect in sewage treatment,energy saving and emission reduction,water resources protetion by mastering the aggregate distribution of water resource in jinzhou;The third section lists the problems of water resource's management in jinzhou.It mainly includes the overall plan of water recource lacks logic,the underground water of environment protection needs improving in the area of water resource,the management of water recource exists waste obivously and so on.The forth section analyses the reason why the problems of water recource's management exists in jinzhou,it mainly because the water recource exists the disadvantages of natural causes in jinzhou.Furthermore the application,protection and performance appraisal of economic aspects exist certain oriented,the lack of obligation in the water resource's management,the ineffective implementation of water resource's unified management.The fifth section presents the effective path of water resource's management,mainly to improve the system of water supply,quicken the pace of “Ecological restoration”,balance the work of the riverway treatment and the water and soil conservation,set the new concept of scientific development,exploit and utilize the water resource reasonably,quicken the process of the integration of water affairs,manage the water resource effectively,evoke the consciousness of pubic responsibility,mobilize the whole society taking part in water ecology construction.
