In recent years,the level of China's economic development is constantly improving,and the demand for a fair market environment is more intense.As an effective means to improve the level of fair competition,improve economic efficiency and curb corruption,the bidding system came into being.Since the implementation of the bidding system in China,bidding has become an important part of project management,and also the basis of ensuring fair access to qualification.It is with this system foundation that more and more engineering projects can obtain qualification through bidding,and can effectively promote the healthy development of competition mechanism in the industry.Under the situation that the international bidding mode is vigorously implemented and the domestic market demand is gradually increasing,the bidding in some aspects can be said to promote the development of social and economic construction.However,the bidding mechanism in China is not mature enough.Influenced by the current management system,supervision mechanism and interest factors,there are still various problems in the process of bidding implementation,such as the lack of the main responsibility awareness of the bid inviter,and the opportunistic behavior of the bidder.These problems destroy the fair nature of bidding,hinder the subsequent implementation of the project,and even damage the harmonious atmosphere of fair competition in the market economy.Therefore,in order to change and avoid these problems,it is necessary to carry out effective risk management for bidding,which can minimize the risk loss in the bidding process.Based on the research status at home and abroad,combined with the square three-dimensional landscape and lighting engineering cases,this paper makes an in-depth study on the bidding risk management,which can lay a foundation for the smooth and efficient implementation of the project at the source stage,and bring greater economic benefits to all parties,at the same time,it also plays a supplementary role in the theoretical research of bidding risk management.The innovation of this paper is that there are new views and understandings in the research of bidding theory,and in the risk response,it puts forward the response strategies of high-risk special response,moderate risk reasonable control and low risk continuous attention.In this paper,the state-owned investment project w City Square three-dimensional landscape and lighting project is selected as the research object to study the risk of landscape and lighting project bidding process,and the whole bidding process and all participants are analyzed scientifically.The specific research contents are as follows:first,analyze the theory of bidding risk management,and understand the research status at home and abroad.Through the summary and analysis of the background of the implementation of the square three-dimensional landscape and lighting project,this paper uses the method of questionnaire to identify the bidding risk of the project,forming 20 risk factors covering the whole bidding process.Then,from the two aspects of the possibility and the influence degree of the occurrence of risk,the subjective scoring method is used to analyze,and the risk value of each factor is measured and quantified.According to the measurement results,the risk factors are divided into three levels:high,medium and low.Finally,according to the analysis and classification results,the priority of risk response,different response measures are formulated for various risk factors,so as to effectively avoid various risks in project bidding,so as to further improve the project implementation level and promote a harmonious atmosphere of social fair competition.
