Risk Response Of Bidding Quotation For WLY Project Of Zhongbai Industrial Park

In recent years,with the rapid development of China's economy and the acceleration of the process of economic globalization,the management level and technological level of domestic enterprises have greatly improved,and China's participation in international project bids has shown a trend of vigorous development.Usually the international engineering projects have following special characteristic:huge project scale,long construction period,political environment,legal environment,economic environment,humanistic environment,and natural environment in different countries,all of above issue will more or less affect the development of engineering contractors that go abroad to the world.If the factors considered in the tendering process are not comprehensive,it may bring certain risks to the bidding of the project,which will bring huge risks and serious losses to the company,and even bring about international influence.Project construction is a risky business.It is affected by a variety of complex risk factors of the owner,supervision engineer,bidding company,and other relevant units and locations of the project,resulting in a large gap between the expected profit of the contractor and the actual profit.The universality and uniqueness of the international engineering bidding process,there are various influencing factors in the bidding quotation;It provides reference and reference for improving the basic management and competitive ability of construction enterprises,and gradually improves the implementation ability and anti-risk ability of enterprises in international engineering.This paper takes the WLY project of Zhongbai Industrial Park as the research object.Firstly,it decomposes the work task structure at home and abroad in the risk identification stage,and uses the expert investigation method to identify the project management subject,construction period,labor cost,equipment material fee,contract clause,etc.The internal risk factors of the quotation,as well as the external risk factors such as the macro environment,the owner and the designer,the competitors,and the access system,thus establishing a risk identification system.Secondly,establishing a risk factor stratification analysis model for qualitative analysis,and determining the need to focus on Nine factors will be analyzed for risk sources.The expert survey method was used to score the risk of the scores of the nine risk factors,as well as the possibility analysis of the occurrence and the classification of the impact bid.Finally,according to different risk factors,sources and impacts,the risk response measures are divided into three ones.Firstly,available or acceptable risks: the risk of the external macro environment,the risk of the owner and the designer(park exemption,design change compensation).Secondly,reduced or Risks shared: labor costs,equipment materials fees,contracts and labor access systems(joining Chinese and foreign workers than comprehensive labor,equipment and materials plus transportation costs,localized subcontracting,engineering insurance,revision of contract price adjustment terms).Thirdly,circumvented Risks: Contract aspects(the terms are revised in accordance with domestic terms and added to suit local conditions).In the bidding,some risk factors are given sufficient program formulation and price estimation,in order to expect to obtain expected profit and social benefits on the one hand,and to improve the bid-winning rate,on the other hand,it is beneficial to improve the quality of the project management.
