Research On Evaluation Of Sponge City Construction Effect Based On Cloud Model

The construction of sponge city is a transformation of urban governance concept.As a national development strategy,the government and the society pay great attention to it,not only provide guidance on policies,but also provide strong support in terms of human resources,material resources and financial resources.When the construction of the sponge city is steadily advanced,how to reasonably evaluate the construction effect of the sponge city is an important way to improve the ability of the sponge city to govern,and is an important guideline for guiding the construction of sponge cities in other regions.The key point in evaluating the construction effect of sponge cities lies in the formulation of the indicator system and the selection of evaluation methods.On the basis of reviewing the urban rainwater flood control and the domestic sponge city construction index system and evaluation method,this paper introduces the PSIR conceptual model according to the sponge urban governance concept and the sustainable development theory,and combines the urban water problem to establish a evaluation system that set of goals can be achieved,the problem can be traced back,and information can be transferred.Due to the wide range of the sponge city index,the difficulty of data quantification,the ambiguity and uncertainty of the evaluation process,the evaluation method of the sponge city construction effect of the game theory combined weight-cloud model is proposed.Five cities in the Yangtze River were selected for comprehensive evaluation of their three-year construction period(2015-2017).Among them,Ping Xiang and Chi Zhou have outstanding construction effects,and Zhen Jiang,Jia Xing and Chang De have better construction results.The five pilot cities closely focused on the construction goals of the sponge city.Because of the city policy,the research results were combined with other urban governance work to speed up the promotion of the sponge city construction work and successfully create a model of the sponge city in the river basin.Urban governance and construction provide scientific support for other city.
