Since the reform and opening up,the port has taken the lead in opening up to the outside world,and the maritime industry first realized“going out”.With the continuous deepening of the "Belt and Road",China’s port construction has entered a period of rapid development.Although it has made a comprehensive breakthrough in terms of quantity and scale,the gap with international ports is still very large.In recent years,in addition to the external adverse environmental impacts of port development,there have also been many problems in overall internal budget management.In order to develop better,enterprises need to strengthen comprehensive budget management.This article reviews the theoretical research related to comprehensive budget management.Taking Zhuhai Port Group as an example,it analyzes its comprehensive budget management in detail.The main content of this paper is divided into five parts.The research content of each part is as follows: The first part is the introduction.This section explains the research background and significance of this article,comprehensive budget management and comprehensive budget management based on strategic maps.The second part is related theoretical basis.This section explains the theoretical knowledge ofstrategic maps,comprehensive budget management,and the integration of strategic maps and comprehensive budget management.The third part takes Zhuhai Port Group as an example to analyze the status and existing problems of its comprehensive budget management.First,the basic situation and strategic goals of Zhuhai Port Group were introduced.Secondly,it analyzes the current situation of the comprehensive budget management of Zhuhai Port Group,and finally summarizes the problems of budget preparation,implementation and control,and performance evaluation of Zhuhai Port Group.The fourth part is the solution to the problems encountered by Zhuhai Port Group in the implementation of comprehensive budget management.This section proposes the construction of a comprehensive budget management indicator system based on a strategic map,and the use of the analytic hierarchy process to construct a comprehensive budget assessment system to solve the problems of Zhuhai Port Group’s comprehensive budget management.The fifth part is summary and prospect.This section reviews the entire process of this research,briefly summarizes the results of this research,and proposes possible future research prospects based on the current research status.Through analysis,this article draws the following conclusions:(1)At present,there are many problems in the implementation of Zhuhai Port Group’s comprehensive budget management and further improvement is needed.(2)A comprehensive budget management system was constructed combining the industry characteristics of port enterprises and the elements of comprehensive budget management based on strategic maps.(3)Through the determination of the weight of the evaluation indicators by experts,it can be seen that to strengthen the comprehensive budget management of Zhuhai Port Group,the most important thing is tooptimize product quality and price and increase market share,followed by strengthening internal operation management of the enterprise,so that the company has A stable customer base and perfect internal operation processes will ultimately improve shareholder value.
