With the rapid development of international trade and the continuous improvement of world connectivity,marine transportation plays an increasingly important role in the world.Different from other modes of transportation,the negative externalities of marine transportation are mainly reflected in port congestion and ship exhaust emissions.To reduce the negative externalities of shipping as much as possible is not only beneficial to the development of shipping enterprises In the long run,it is also an important measure for the sustainable development of human society.With the continuous expansion of Global trade,the container transportation market is also expanding.Liner companies are actively establishing alliances and opening up routes.There are more and more routes in the global sea area,and the degree of network is higher and higher.However,the limited port berths are difficult to match the growing total volume of container freight,and it may be caused by uncertain factors such as weather and emergencies Port congestion,which leads to the delay 'of container liner transportation services,reduces the self-efficacy of shipping enterprises and customer satisfaction.The establishment of sulfur emission control zone and the issuance of "sulfur restriction order" indicate the green and sustainable development trend of current shipping market.In view of the above situation,this paper first collects and summarizes the research status of shipping negative externality at home and abroad,expounds the composition and quantitative method of shipping environment cost,congestion cost and container transportation cost,and then analyzes and calculates the negative externality cost of shipping industry from the perspective of the minimum total operating cost of shipping enterprises,which is subdivided into congestion cost and environmental cost Under the conditions of conservation of volume container flow,ship capacity and port capacity limitation,the optimization model of container shipping network is established to find the optimal container route network in the region.Finally,the effectiveness of the model is verified by an example analysis,and relevant optimization suggestions are put forward,which can provide a reference for shipping enterprises to make operation plans.
