Flood disaster is one of the major disasters in the world today,which causes significant loss of people's lives directly and affect social and economic development property and seriously.Since the founding of the People's Republic of China,flood disaster has occurred sometimes.And it caused direct economic loss of more than 10 billion yuan.In order to control flood disaster,China has built a large number of reservoirs for flood control,and their project benefits are obvious.During the years of operation of the reservoir,experts in reservoir operation have accumulated a large amount of expert experience applicable to each reservoir.How to use the expert experience to dispatch reservoir is an important task.This paper takes Shitoukoumen Reservoir in the Yinma River Basin as the research object,and uses the historical dispatching process of Shitoukoumen Reservoir to extract its expert experience.Based on the experience of experts,this paper formulates the flood control dispatching scheme of Shitoukoumen Reservoir,and further optimizes it by using the optimal dispatching model,providing multiple sets of optimization schemes.In addition,this paper designs and developes the Shitoukou Reservoir Flood Control Dispatching System of Shitoukoumen Reservoir,which has very important reference value for the operation work of Shitoukoumen.Firstly,we determine the focus indicators that are consistent with the actual dispatching process of Shitoukoumen Reservoir by analyzing the historical scheduling process of Shitoukoumen Reservoir and the corresponding hydrological information such as rainfall and forecasted rainfall.This paper extract a set of expert experience that can guide the dispatching of Shikoukoumen Reservoir.Secondly,combining with expert experience,we formulate the flood control scheduling scheme of Shitoukoumen Reservoir based on the dispatching rules.Using the flood control scheduling scheme to schedule the historical flood process,compared with the historical dispatching process,it shows that the developed flood control dispatching plan is in line with expert experience.In order to further verify the availability of flood control scheduling scheme,this paper compares and analyzes the flood control scheduling scheme with the regular scheduling scheme based on designing floods at different frequencies.Thirdly,The multi-objective optimization model of the Shikoukou flood control dispatching program with the goal of the lowest maximum water level in the reservoir,the smallest maximum discharge in the downstream and the shortest history beyond the standard is established.The competition between the maximum water level of the reservoir and the maximum discharge downstream,the maximum water level of the reservoir and the over-standard duration,and the maximum discharge quantity of the downstream and the over-standard duration is analyzed.The transformation relationship between reservoir risk and downstream risk and its change with the highest water level and maximum discharge is explained.Based on the design standards of the reservoir and downstream,the differences between the three typical schemes are elaborated,and the actual flood process of Shikoukou in 2019 is used for dispatching.The different operation schemes are analyzed.The results show that the study has important reference value for the actual dispatching work.Finally,the flood control operation system of Shitoukoumen Reservoir is designed and developed based on the optimized flood control scheduling scheme.The system is divided into four parts: information query subsystem,scheduling decision subsystem,forecast information subsystem,and scheme optimization subsystem.In the development process,the system used key technologies such as the division scheme of floods,the calculation method of rain resistance,and the multi-objective fuzzy optimization technology.The flood control operation system of Shitoukoumen Reservoir provides convenience and assistance for the dispatching work of Shitoukoumen Reservoir.
