With the development of China's market economy and the continuous improvement of infrastructure construction,the government's investment in project construction is also growing,and the share of government-invested construction projects in the construction market is also expanding.However,for government-invested construction projects,the government,as the main investor,usually sources the construction funds from financial allocation or government guarantee financing.Due to the particularity of the capital sources,the expenditure and use of the cost of the whole process from the decision-making stage to the completion and acceptance stage of the project are restricted.There are many factors affecting the cost control of government-invested projects,such as leadership decision,fiscal budget,national policies,and execution of orders.At present,the problem that needs to be solved is how to allocate reasonable funds from the limited financial budget for each stage of project construction,and how to control the factors that affect project cost in each stage reasonably,so that the government-invested projects can bring into play the optimal economic and social benefits.Based on governmental investment project cost control as the research object,according to foreign experience of the project cost control research in China and the current government investment projects management mode and characteristics of the analysis of the direction of this kind of project implementing cost control in our country,and the government investment project decision-making stage,design stage,bidding stage,construction stage,completion acceptance stage as the basis of an analysis of the cost control at various stages of the cost factors and put forward reasonable Suggestions.At present,China's government investment projects have not formed a complete set of cost management system,the lack of innovation and practicality of relevant theories and methods,resulting in the abuse of financial funds,the loss of state-owned assets,not only to the government's financial pressure,but also harm the interests of the people.The imperfect management system of government-invested projects is mainly manifested in the government's lack of dominant position,weak awareness of cost control,and lack of cost control over the whole process of the project.This paper discusses the construction project cost control problems of governmental investment and needs to take measures,for every stage of the project construction problems,take different approaches to intervene,and emphasized for government investment construction project should strengthen internal supervision ofadministrative system to control the engineering cost,establish responsibility restraint mechanism,perfect the construction of management system and cost control system,to achieve the purpose of save money and improve efficiency.In addition,this paper introduces specific cases of government-funded investment projects,analyzes the cost components of such government-funded investment projects and the influencing factors and cost control measures at each stage,and emphasizes that the government should exert its subjective initiative and take the initiative to control the cost of government-funded investment projects.Based on the influence factors and methods of cost control of government-invested projects,some Suggestions on cost control of such projects are given.This paper mainly studies the cost management and control of government-invested construction projects,studies the problem of whole-process cost control of projects and puts forward reasonable Suggestions,and explores active cost control models and cost assessment methods.Cost control can not only promote the preservation and appreciation of state-owned assets,but also improve the government's management level and ability of projects,as well as the economic and social benefits of invested projects.
