Infrastructure construction is the foundation of China’s economic development,and government investment projects are the main force of infrastructure construction.In recent years,the scale and quantity of the construction projects invested by the government in our country have been increasing remarkably,but there are also some problems such as the imbalance of project cost control and the frequent overspending,which bring a lot of pressure to the government finance.To measure the success or failure of a construction project,cost control is an important factor.For government invested construction projects,effective and reasonable cost control can reduce the financial pressure of the government,save resources and benefit the country and the people.Engineering change is an important factor affecting the cost of government invested construction projects.In order to reasonably control the cost of construction projects invested by the government,this paper analyzes the impact of engineering change on the cost from the change reason as the starting point,obtains the core reason of engineering change that has the greatest impact on the project cost,and puts forward countermeasures to reduce the impact of the change on the cost.It provides a new way for the government to improve the level of project management and control the cost reasonably.Firstly,the paper expounds the research background and the research status at home and abroad,proposes the research topic of the impact of engineering change on the cost of government invested construction projects from the change reason as the starting point,and clarifies the purpose and significance of the research.Secondly,the paper defines the basic definition and research category of government investment construction projects,project cost,project change,and analyzes the basic theory of cost management,stakeholder theory and other related theories.Through consulting a large number of documents,the paper collected and sorted out 49 reasons for engineering changes of government invested construction projects.After the improvement of expert interview,41 causes of engineering change are preliminarily identified.According to the influence degree of change reason on cost and probability of occurrence,20 main reasons of project change are determined by questionnaire survey.The main reasons for the change are divided into five types according to the different participants: Construction(government departments),survey and design,construction,supervision and other reasons.On this basis,the paper constructs a theoretical model of the impact of the change of government invested construction projects on the cost,and sets the potential variables and measurement variables of the structural equation model.Then,we use the questionnaire method to collect the relevant data and use the AMOS software to analyze and evaluate the model,and finally determine the structural equation model that meets the requirements after several revisions.Through the analysis of the model results,nine core causes of engineering change that have the greatest impact on the project cost are obtained.After that,the paper introduces the engineering examples and the model analysis results to verify.Finally,from the perspective of improving the management level of government functional departments,the paper chooses six of the nine core causes of engineering change that have a direct impact on the construction cost of government departments for further analysis,including its specific performance,internal causes and so on.According to the analysis results,measures and suggestions are put forward to reduce the impact of changes on cost.It provides a new idea for the government to improve the project management level of functional departments and ensure the rational use of financial funds.
