City Flood Prevention On Disaster Chain Theory

Disaster chain theory is the abstraction of all kinds of disaster commonness.Through the abstraction of disaster commonness,it reveals the common deductive laws of all kinds of disasters,so as to accelerate and improve the process of understanding the essence of disasters,and effectively reduce the huge losses caused by disasters to human beings.With the development of social economy and the promotion of urbanization,the local government’s shortcomings in urban flood planning and public management have become increasingly urgent.In recent years,the problem of urban flood in China has become more and more prominent.The formation of urban flood is influenced by many factors such as urban climate,urban planning,urban construction,urban management,etc.it is a gradual evolution process.The mechanism of this process shows that the formation of urban flood disaster must have continuity,which can be described by disaster chain relationship or effect.Based on the theory of disaster chain,this paper analyzes a series of common causes of urban flood in China,constructs a series of disaster chain structure of urban flood system,describes the relationship between the incubation,development,evolution,outbreak process of urban flood and the influence of external environment,constructs a urban flood disaster chain system,and deepens the understanding of the unique attributes of urban flood disaster.According to the evolution process of urban flood disaster,risk assessment is more effective and disaster prevention and mitigation measures are put forward.Taking the formation and development of urban flood in B District of Guangzhou as an example,this paper constructs the disaster chain of urban flood,describes the development process of the disaster chain,and analyzes the difficulties and shortcomings faced by the public management departments in B District of Guangzhou in dealing with the disaster.According to the analysis of the elements,the characteristics of stages and the examples of disasters in the urban flood disaster chain system,the paper puts forward the technical measures of disaster prevention in different stages of the urban flood disaster chain,in order to further improve the public management level of the prevention of rainstorm and city flood in B District of Guangzhou City,deeply understand the importance of the prevention and control of urban flood to the urban development of our country,and provide county-level city with a reference for decision-making on city flood control.
