In recent years,guided by “Going-out” and “One Belt One Road” policy,Chinese enterprises have executed in Africa a large quantity of infrastructure projects,which accelerates urbanization process.In the same time,rainfall flood visits frequently many African economically underdeveloped cities.The flood damage in BZV is frequently experienced in the developed countries and China in the process of urbanization.Foreign developed countries have had many successful experiences in flood control and management.The construction of "sponge city" has been carried out in china.Through the experience and practice of urban rain flood control and management through foreign developed countries and China "sponge city",The problem of soil loss caused by runoff of rain-flood runoff in the local water supply pipeline project is the entry point,comprehensive analysis and summary of the problems of BZV rain flood from the natural environment,economic conditions,current infrastructure situation and the national policy and management system level,Take basic data collection,experiment,case analysis and corresponding theory practice,find out the causes of the BZV flood damage: the current situation of infrastructure and the development of the state policy system.The problem of rain and flood has severely restricted the security and sustainable development of BZV.The main research contents and results are as follows:Based on the experience of successful stromwater control and management at home and abroad,the causes of BZV rain flood are combined,find out the countermeasures theory and technical support of BZV rain flood problem: It is proposed to build a localized and perfect urban rainwater drainage system as the basis of rain-flood control.The drainage system includes the construction and maintenance of ground drainage,the construction and renovation of three large concrete drainage channels and the dredging of many natural channels in the urban areas;At the same time,aiming at the high cost of the project,the lack of funds and the comprehensive quality of the residents in different areas of the city of BZV,construction of large and medium-sized rainwater storage tank(GI)at the upstream and LID economic and green flood control measures are proposed.It is analyzed the policy system for the control and management of rain-flood control and management of Congo and BZV and the policy system and supervision measures for the control and management of rain-flood control and management are proposed.With BZV Djiri river basin and coastal area in the city of rain flood control and management as the practice object of this paper,analysis of the location and range of study area,natural environment,social economic conditions,such as the practice in the study area,and the ground drainage facilities construction,river natural recovery treatment,solid waste collection and localized rain flood control and management measures,this paper views is empirical.
