With global climate change,extreme hydrometeorological disasters occur frequently,especially flood disasters.With its vast territory,complicated topography and diverse climate,China has become one of the countries with frequent flood disasters in the world.Due to the rapid development of urbanization,in the past,the construction and strengthening of emergency management systems in China were mostly carried out in the background of cities.In comparison,less attention was paid to rural areas.The economic development of China’s rural areas is relatively backward,the industry is relatively small,and the flood control standards are relatively low.In addition,the villagers’ awareness of flood control is relatively weak,and their ability to resist floods is weak.China’s rural areas,farmers,and agriculture have become the areas,groups and industries most vulnerable to natural disasters.Once a flood occurs,casualties are very likely to occur,resulting in huge economic losses.How to deal with climate risks brought by floods and promote the adoption of adaptive measures to reduce risks is an important task facing China.Based on the background of two flood disasters in Shouguang area of Shandong Province in 2018 and 2019,this paper conducts an investigation and research on Hou Town,Shouguang City.First,take the theory of public governance,the theory of full-cycle management and the theory of resilience governance as the theoretical basis of the research,and by reviewing the research results of emergency management and resilience of natural disasters such as floods at home and abroad,the construction of a relatively mature resilience assessment model abroad is carried out.Based on the analysis,combined with the research on resilience composition conducted by domestic scholars based on my country’s national conditions,a preliminary understanding of the resilience assessment indicators for flood emergency management is formed.Second,using empirical analysis and expert interviews to build a resilience indicator framework for villages and towns flood emergency management,including four first-level indicators and 17 second-level indicators,including organizational resilience,facility resilience,capital resilience,and cultural resilience.The analysis method determines the weights of all indicators,and verifies their reliability and validity,and finally forms a resilience indicator system for emergency management of flood disasters in villages and towns.Thirdly,the resilience of flood disaster emergency management was carried out in Houzhen in the form of a questionnaire survey,and an in-depth analysis of the evaluation results was carried out.Finally,four suggestions are put forward for the resilience construction of flood disaster emergency management in Houzhen and even the whole country.The first is to improve the emergency organization system to enhance organizational resilience;the second is to focus on the construction of flood control facilities and information channels to improve facility resilience;the third is to gather social forces to improve capital resilience;the fourth is to strengthen disaster awareness learning and drills to improve cultural resilience.
