Research On The Approaches To Public Participation In The Micro-renewal Of Urban Communities

The rapid urbanization of the past two decades has led to the multiple confrontation between cities and nature,economy and ecology,towns and villages,tradition and innovation.And communities,as the basic social units of cities,face the problem of sustainable development.Public participation in community micro-renewal is an innovative governance method that gives urban citizens the sovereignty to create their own living environment.At present,the practice of public participation in community governance in foreign countries is relatively mature,but in the context of Western social environment it cannot be perfectly rooted in the Chinese system.To explore the development of a mechanism for public participation in community governance models that meets Chinese characteristics,it is necessary to study of the whole process of public participation specifically in the context of the environment.Therefore,this article innovatively takes “public participation” as the core of community microrenewal from a research perspective to carry out practical research,and adopts a combination of holistic and individual cases in terms of the selection of research objects.Select the community garden practice series by Clover Nature in the Chuangzhi Area of Yangpu District,Shanghai as the overall research scope,taking the “Lane 580 Community in Zhengli Road” as an example of empirical research,through literature compilation,on-site survey,interview and comparison,these comprehensive research methods,to explore the approaches to public participation in the micro-renewal of urban communities.Clarified the process and content of each stage of public participation in the micro-renewal of communities,analyzed the necessary conditions,main forms,operating mechanisms and model types of public participation,combined with practical examples,based on the “public participation ladder theory”,“polycentric governance”and other core theories,using a combination of quantitative and qualitative methods to build an evaluation system,conduct practical demonstrations,and finally,through theoretical and empirical research,this study proposes the following ways to achieve public participation in community micro-renewal:(1)The government should decentralize its power and provide basic system guarantee through policy support;(2)As a professional leader,community planners should build a coordinated overall planning system for the district with a systematic approach.Overall,it is linked and integrated to urban renewal,and gradually implements development goals by phased planning.In addition,relying on the catalytic role of the community planning center to carry out micro-updates is an important way to promote green and self-governance of old communities;(3)NPO play a coordinating role and establish a multi-cooperative public participation mechanism.In detail,first,establish a platform for public participation,second,gradually cultivate self-organization of community in the process of participation,and finally,give the community "self-renewal" enough patience and time to build a community step by step.
