Research On Interpretation Of Determining Standards Of Historical Buildings

The determination standard of historical buildings is a guiding document for the determination of historical buildings,which plays an extremely important role in practice.At the end of the "five year delimitation work" of historical buildings from 2016 to 2020 deployed by the MHURC,the paper summarizes the problems existing in the application of the determination standard of historical buildings in China,mainly including the following four aspects:(1)The determination standard of historical buildings published by the MHURC is relatively general,which lacks guidance in the practice of determination of historical buildings.(2)The local government did not refine the criteria for the determination of historical buildings according to local characteristics,which led to the lack of guidance for the criteria for the determination of local historical buildings either.(3)the unclear definition of the era is also one of the common problems in the application of historical building determination standards.(4)the "bottom-up" declaration mechanism causes some potential objects of historical buildings to be ignored.This paper discusses how to solve these problems,strengthen the guidance of historical building determination standard in practice,and promote the high efficiency and quality of historical building determination.In order to put forward the countermeasures to these problems,this paper mainly uses the research methods of literature comparison and data investigation and induction.First of all,the author read a lot of literature to clarify the background of the concept of historical buildings and its protection,development process;secondly,the author analyzed the national and local level historical building determination standards and its application system;then summarized the experience of foreign historical building registration mechanism(evaluation system);proposing that refinement of local standards is an important means to strengthen the guidance of historical building determination standards,and based on this,three working ideas for the refinement of local historical building determination standards are proposed:(1)Using the method of "top-down" combing historical and cultural context to summarize the characteristics of local history and culture.(2)Comparing with national standards,refining the values of local standards.(3)Combining with the historical period of each value,determining the standard of defining the age by item.Combining the above research,this article takes Xi'an as an example,and draws on the two topics of "the study of the history and culture of Chinese civilization and its urban and rural carriers" of the MHURC and "the study of the history and culture of Shaanxi civilization and its urban and rural carriers" by the Ministry of Housing and Urban-Rural Development of Shaanxi Province.Then the modern history of Xi'an is divided into four major themes of politics,economy,society,science and technology culture,to witness the nine value themes of national cohesion,industry,business and trade to sort out the development history of modern and modern history,and Summarize the characteristics of its historical and cultural development into five.Based on the above research,referring to the determination standards of historical buildings published the MHURC,the determination standards of historical buildings in Xi'an city are divided into 20,including 13 standards of historical and cultural values,5 standards of artistic values,and 2 standards of scientific and technological values.The time standards are determined for each value item.Then the article selects the case list explains the corresponding case list.As a result,the guidance and operability of the Xi'an historical building determination standards in practice have been enhanced.
