Research On The Risk Assessment And Control Of The Military Equipment Maintenance Outsourcing

The practice of modern warfare proved that the quality of military equipment maintenance is to assure the military battle power. In the present, the sharp increase in equipment maintenance costs conflicts with the lack of defense funds, so the risk management of military equipment maintenance is needed to make sure the efficient use of funds and the quality of equipment maintenance. However, the equipment maintenance will meet more difficulties in modern wars. Depending on the military's own resources can not meet the requirements, and the military system and equipment maintenance outsourcing is imperative to be socialization.However, due to the support systems are not mature and the equipment maintenance encounter many uncertainty in the process, moreover, in the military equipment maintenance partners had different goles and information, so outsourcing poses risks. For reducing the risk of outsourcing, risk management is needed. So far, the research on the risk management of equipment maintenance outsourcing is not systematic and in depth.We need to carry on further research and establish a scientific system of equipment maintenance outsourcing to deal with risks, then to assure the quality of equipment maintenance. This is also the background of the study.First this paper explained the characteristics and operation mode of the equipment maintenance outsourcing. Next, the paper constructed the system of risk management from six aspects including planning, identification, estimation, analysis, assessment, response and monitoring to strengthen the management of equipment maintenance outsourcing. The purpose of this paper is to establish an effective risk assessment and control mechanisms of equipment maintenance outsourcing to deal with risks, and to provide a more effective guarantee for the quality of equipment maintenance outsourcing, the specific weapon, accordingly provide guidance in the security of military power.
