Research On The Construction Of Sino-russian Energy Destiny Community

After the Ukrainian crisis in 2014,Russia-Europe relations deteriorated sharply,and the economic sanctions launched by the European Union against Russia led to the deterioration of Russia’s energy economic environment and geopolitical environment.In order to solve the Western containment,Russia began to turn its eyes to the East and further strengthen energy cooperation with Asia-Pacific countries.As the world’s largest energy consumer,China’s demand for energy is increasing,and its emphasis on energy security is also increasing.As a result,the huge supply and demand complementarity between China and Russia prompted the two countries to further strengthen energy cooperation.Against the background of new changes in the International Energy Strategy Pattern,exploring new paths for Sino-Russian energy cooperation and promoting high-quality development of Sino-Russian energy cooperation has become an important issue that needs to be resolved.The establishment of a Sino-Russian energy fate community is conducive to achieving mutual resource complementarity and economic win-win,increasing strategic mutual trust,and jointly coping with the uncertainties in the transformation of the global energy landscape.At present,the form of Sino-Russian energy cooperation is becoming more and more institutionalized,and the mutual trust between the two sides is strengthening,and the basis for cooperation is strong.Therefore,the establishment of a community of China-Russia energy fate is feasible.Based on the concept of energy fate community,this paper proposes the following possible ways to build a China-Russia energy fate community from three levels: institutionalize,mutual trust and cooperation.First,improving the institutional basis for building a community of energy fate from three aspects: improving the energy price mechanism,perfecting a Sino-Russian media cooperation sub-committee,and establishing a project implementation supervision mechanism,reducing energy price divergence,media has increased the media ’s publicity and influence.Secondly,strengthen the mutual trust foundation of China and Russia’s energy fate community from three aspects of government,people and enterprises,and improve the phenomenon of "official popularity and coldness".Finally,we must continue to strengthen the foundation of cooperation between China and Russia’s energy fate community,and strive to build a platform for energy dialogue in Northeast Asia to avoid vicious competition.From a long-term perspective,continuously improve the construction of Sino-Russian energy infrastructure.At the same time,China and Russia should also start cooperation in the field of renewable energy from the perspective of sustainable development.
