In order to achieve the goal of energy conservation and emission reduction,the state has introduced many consumption policies to support the promotion and application of new energy vehicles.Under the guidance and support of national policies,China has become the world's largest producer and seller of new-energy vehicles.However,some new problems have emerged in the development of the industry,such as the "subsidy dependence" caused by the government's long-term and vigorous subsidies,the unsound supporting infrastructure such as charging,and the unreasonable setting of parking fees.From the perspective of consumer choice behavior,this paper,through the declarative preference experiment,discusses the influence of the consumption policy combination of new energy vehicles on consumer choice behavior,analyzes the substitution and complementary effects of the policy combination,and hopes to provide Suggestions for the implementation of the consumption policy of new energy vehicles in various regions.This study first comb through literature review and policy of new energy vehicles single policy and the present situation of the implementation of the policy mix,in combination with the practical situation of the preliminary selection policy,and then through focus group interviews for consumers used to study the final six policies,including fiscal subsidy policy,electricity price discount policy,charging pile,lottery policy,restrictions,parking fee discount policy.Secondly,3 levels are determined for each policy,15 optimal policy scenarios are generated by orthogonal design,and a questionnaire is formed by declarative preference survey.Affected by the outbreak,this research mainly through online questionnaires to the respondents,obtaining respondents purchase preference data,recycling effective questionnaire 527,using Stata software descriptive statistical analysis,and build orderly multivariate Logit discrete choice model,two different single policy and policy impact on consumers to purchase choice behavior of significance,so as to complete the empirical research.The results of the empirical study show that the purchase subsidy,charging pile density,and parking discount policy of new energy vehicles all have a significant promoting effect on the purchase intention of new energy vehicles,and there are significant regional differences in the policy response.Under the circumstance of gradual decline of car purchase subsidy,increasing the construction density of charging piles,reducing the parking fee of new energy vehicles,and relaxing the driving restriction policy of new energy vehicles can be regarded as potential substitute policies for car purchase subsidy.In addition,the result of policy combination shows that the promotion policy combination of new energy vehicles can further strengthen the guidance effect of a single policy from the two aspects of car ownership and car use.Among them,the combination of car purchase subsidy policy and electricity price discount,parking price discount,easy driving restrictions,as well as the combination of lottery policy and electricity price discount,charging pile density can significantly promote consumers to buy new energy vehicles.The empirical research results of this paper confirmed the promotion of new energy vehicles by policies,which made up for the deficiency of the existing literature on the empirical study of the policy combination on consumer choice behavior,and provided a new solution for accelerating the promotion of new energy vehicles from the perspective of policy combination.
