Research On The Space Control Planning Of Hutou Town Based On The Potential-resistance Model

With the rapid development of urbanization construction into a prosperous period,China's urbanization construction has also showed the characteristics of extensive use of land.This not only leads to the waste of a large amount of land,but also makes the resources and environment are threatened and destroyed.In this circumstance,the national Ministry of Construction promulgated the "Urban Planning Formulation Means"(2006)and the new version of the " Urban-rural Planning Law "(2008),which established the legal status of spatial planning,and also indicates that the focus of the work of urban planning is gradually changed from the traditional physical spatial planning into the coordinated development of urban and rural spatial resources.Therefore,from the perspective of the whole ecological environment,this article takes Hutou town as an example,tries to explore new methods in more scientific and accurate way to solve the problem of town space management planning by analyzing the development resistance based on ecological sensitivity and the development potential based on the comprehensive strength and spatial accessibility.This paper explores the suitable space management index system and the division methods for small scale space management,establish town spatial management system of the microcosmic spatial scale,constructing the specific evaluation index system for Hutou town,and tries to solve the contradiction between the social economic development and resources protection of towns.Through the analysis on basic data and the research of the present situation of Hutou town,this paper builds the database for Hutou town based on GIS,and builds evaluation system of potential and resistance for Hutou town,by using the comprehensive strength and spatial accessibility as the basis for evaluating the potential of the town's development and the ecological sensitiveness as a basis for evaluating the resistance of the town's development.This paper selects representative and important factors as the evaluation index to build the evaluation system of resistance for Hutou town by assigning the weights to the index through experts scoring and introducing judgment factors;After standardizing the evaluation index of town's comprehensive strength,this article uses variation coefficient method to calculate the construction and development potential of the town to get the development potential of residential space.Then put the results and the spatial accessibility together to build the potential evaluation system of Hutou town by using the pairwise potential evaluation system.According to the relevant research and practical basis,the evaluation factors in the town are classified.The evaluation results of development potential and ecological resistance of the town are achieved by using the evaluation system and its weight assignments and adding all factors together.The suitability of rural space management can be evaluated by using the potential & resistance model.This paper introduces the potential & resistance model into four-area demarcation judgment matrix model,uses exhaustive method to evaluate and make pairwise compare of potential and resistance to get the division of spatial management of Hutou town.This article discusses the similarities and differences between the traditional four-area demarcation management methods and the new methods to put forward specific strategies and ways for Hutou town's spatial management,land use control,and management policy etc.The rational use of space resources,efficient allocation and scientific protection of town area are the necessary conditions for the realization of the new urbanization in China and also the contradiction and balance intersection between the construction of the town and the ecological environment protection.This article attempts to combine the comprehensive strength of the town with the accessibility assessment and evaluation of ecological sensitivity to seek for the specific methods to analyze and solve the problem of rural social economy development and ecological environment,in order to make a contribution to town space management planning and sustainable development of China.
