Study On The Planning And Design Of Poverty-stricken Villages Under The Strategy Of Rural Revitalization

In October 2017,the report of the 19 th National Congress of the Communist Party of China put forward the implementation of the Rural Revitalization Strategy for the first time,which marks that China's poverty alleviation work has entered a new historical stage-the coexistence and intersection period of targeted poverty alleviation and the implementation of the Rural Revitalization Strategy.Shanglin County,a typical poverty-stricken area,is a national level poverty-stricken county,autonomous region level poverty-stricken county and Yunnan,Guangxi,Guizhou and rocky desertification area county.Whether the battle of poverty alleviation can win or not has attracted the attention of all sectors of society.This paper takes the planning and design of poverty-stricken villages under the strategy of Rural Revitalization as the research object.First of all,through literature research and case analysis,it summarizes the classification of poverty-stricken villages,the causes of poverty and the influencing factors ofpoverty,and through the comparative study of Taihang Mountain poverty-stricken areas in typical poverty-stricken areas and Yiliang County poverty-stricken mountain areas,it summarizes the root factors and general factors of the influencing factors of poverty-stricken villages Secondly,from the two aspects of the poverty characteristics of the poverty-stricken villages in Shanglin county and the implementation effect of poverty alleviation based on the social investigation and analysis,this paper qualitatively analyzes the prominent problems of poverty-stricken villages in Shanglin County,and extracts that the poverty-stricken villages in Shanglin county should be of the type of regional development obstacles,the type of feasible ability deficiency and the type of ethnic poverty.The causes of poverty-stricken villages are as follows: to the outside world The cultural restriction and quality of Zhuang nationality,such as the poor transportation of Commerce and trade logistics,rocky desertification and traditional backward concepts,are low.Thirdly,through literature research and case analysis,the paper sums up the requirements and planning strategies of Rural Revitalization Strategy for the construction of poor villages,finds solutions and strategies to solve the outstanding problems of poverty-stricken villages in Shanglin County,and puts forward the planning strategies of poverty-stricken villages in Shanglin County Based on three aspects:new business forms of ecological economy,coordinated development of regional tourism and integration of urban and rural infrastructure Finally,taking the village planning of Dalang Village as an empirical study,the planning and design methods and ideas of the poverty-stricken villages in Shanglin CountyBased on the analysis of the outstanding poverty-causing factors,starting from the analysis of the outstanding poverty-causing factors of Dalang Village,focusing on the regional tourism linkage development and service oriented to the development of new business forms of ecological economy,the development of Zhuang culture and industrial mining Three planning strategies for the integrated development of infrastructure and urban and rural areas of regional tourism linkage development were formulated and completed.From the practical point of view,this paper is a feedback verification of the strategy of rural revitalization,which provides the path direction for different types of poverty-stricken villages in Guangxi to get rid of poverty,and for the next step to achieve rural revitalization.From the theoretical point of view,it is from the perspective of urban and rural planning and design to focus on the social problem of poverty-stricken villages,which is conducive to the formulation of differentiated poverty-stricken village planning policies.
