| With the rapid development of Chinese infrastructure,the highway construction in Anhua County has been carried out.The total length of highways completed and opened to traffic in the county has increased by 10 times in the past 40 years,exceeding 10,000 kilometers.During the "13th Five-Year Plan" period,Anhua County will further increase the construction of highway infrastructure.According to the overall transportation plan,the county’s entire territory needs to be implemented.There are 18 trunk roads.After years of development and practice,the gradual formation of the Anhua County trunk road construction management system has played an important role in ensuring the healthy and orderly development of Anhua Highway.However,with the development of economic construction in the new period and the Advancement of deepening reform,some problems have arisen in the management of highway construction in terms of organization institutions,capital acquisition,and construction management.The affiliation is complex and the responsibility is unknown;The project legal person system is not perfect;The overall planning of highway construction management is not enough and the efficiency is not high.Therefore,in order to meet the needs of highway construction management in the new period and promote regional economic development,it is necessary to carry out further reforms to the current highway construction management system.In order to do a good job in the study of the reform of the management system for the construction of Anhua Highway,this paper first adopts the method of literature research,and by collecting,reading and organizing a large number of documents and materials,proceeds from the field of management theory and applied practice research involved in domestic and foreign infrastructure construction and road construction.This paper focuses on the core issue of management system reform,and systematically studies and combs the process management,organization and other promotion modes involved in the management of trunk road construction.Secondly,the field questionnaire is used to improve the science.Through the design of the targeted questionnaire and find out the relevant people to conduct a detailed investigation,accurately understand and master the status quo and existing major problems of the construction management system of the main highways in Anhua County.This paper focuses on the reform of the highway construction management system,systematically combing out the organizational structure,the matching of responsibilities and rights,and the supporting system,starting from the overall and coordinated reform,making a comprehensive assessment of the current situation and identifying the main problems.The author analyzes the root causes of the problem in depth and finally puts forward the reform method of highway construction management system to adapt to the current development situation.Through a comprehensive assessment of the current management system of highway construction in anhua County,this paper explores the direction of reform of highway management system in the new era of economic construction and forms a series of reform proposals such as project formulation,investment,construction,and progress:(1)to establish sound rules and regulations to ensure that there is a theoretical basis for management work;(2)to establish a scientific organization and set up an efficient and coordinated trunk highway construction management department;(3)to clarify the functions and responsibilities of the organizational structure of the trunk road construction headquarters to ensure that the affiliation is clear and the responsibilities and rights of responsibility are clear;(4)combing out the operating mechanism of the management of trunk roads to ensure that the government must act and run smoothly;(5)Formulate performance evaluation and reward measures for the management of trunk highway construction,clearly define the evaluation and reward and punishment mechanism,so that those who can work more and those who can work more will receive more,and create a positive work atmosphere. |
