Study On The Management System Of Common Trunk Highway In Liaoning Province

Common trunk highway is the main highway bearing the weight of regional transportation.As a crucial part of the highway network,it serves to link up the highway and rural roads.Due to its role of connection link,it has maintained close ties with local economic development and the production and living of the masses.The road administration of common trunk highway undertakes the responsibility of protecting the highway infrastructure and safeguarding the road security and smoothness,which is of great significance for the highway development and production and living of the masses.Under the overall background of the national implementation of the reform in pricing,taxes and fees for refined petroleum products,the Liaoning Provincial highway road administration authority was established at the end of 2009.The reform of highway road administration system has made remarkable achievements in Liaoning.At the same time,it is also confronted with new situation and challenges.Under the circumstance,it has become imperative to further perfect the system of road administration in Liaoning province.Taking the road management system of the common trunk highway in Liaoning Province as the research object,the paper is unfolded with from the perspective of public administration.Guided by the public goods theory,the theory of rule of administrative law and the new public service theory,the paper involves the analysis and research on the road management system of the common trunk highway in Liaoning with the adoption with methods of field survey,documentation.Our findings suggest that the current highway management system of common trunk highway in Liaoning has by and large conformed to the demand of common highway development over the past few years.In the meantime,there exist multiple problems and drawbacks.Specially,it is manifested in the discrepancy of highway construction,management and maintenance,the dislocation of management functions,the unclear internal power and responsibility,the unreasonable internal institutions setting,the incomplete management system,the ill-defined management limit with other departments,and the incomplete supervision system of law enforcement and so on.In view of the afore-said major problems,the paper proposes the countermeasure for the improvement of road administration management system of Liaoning from basically seven respects,namely transforming the road administration function,consummating the internal coordination mechanism of transportation,promoting the comprehensive traffic law enforcement,improving the system of road management system,constructing the clean government system for punishment and prevention,adhering to road administration based on science,and building the comprehensive management mechanism under the leadership of government and so on.The paper provides theoretical reference for the development of road management system of the common trunk highway in Liaoning.
