Zhenjiang Municipal Government Promotes PPP Project Management Optimization Of Sponge City

PPP is called public private partnership,that is,the partnership between government and social capital in the field of public services.It is a management mode based on the service characteristics of public products and the cooperation between government and social capital through concession agreement.In this mode,public service is mainly provided by social capital,and the government pays reasonable consideration to social capital according to its service performance.It is not only an effective financing means,but also an important carrier of the reform of government system and mechanism.At the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China,it was emphasized to build a modern government governance system with clear responsibilities and improve the basic public service system.Due to the distinct characteristics of clear rights and responsibilities,benefit sharing and risk sharing,PPP model can be used as a specific practical way to improve the basic social public service system.It is an objective requirement for the government to promote PPP project management to build a modern government governance system.From the perspective of government management,taking the modern governance theory,stakeholder theory and game theory of public management as the theoretical framework,this paper makes an empirical study on the effect of Zhenjiang municipal government in promoting the PPP project management of Zhenjiang Sponge City,analyzes the current situation of the government in promoting the PPP project management,analyzes the problems and reasons,and explores the effective optimization of government management based on the problems rational countermeasures.First of all,from the specific stage of project management,this paper analyzes the current situation of PPP project management.Secondly,the comprehensive use of analytic hierarchy process and fuzzy comprehensive evaluation method to evaluate the effectiveness of the government management of the project,on this basis,in-depth analysis of the government to promote the project management of the five problems: the government function transformation lag behind,the government regulation is not perfect,the project financing channels are not smooth,the lack of tracking performance evaluation and the lack of policy incentives.Finally,the paper tries to put forward the optimization countermeasures for Zhenjiang municipal government to promote PPP project management,which are mainly from six aspects: Deepening function transformation,defining government responsibilities;improving government regulations,enhancing credit constraints;improving capital expectations,expanding financing channels;introducing objective evaluation,improving supervision system;strengthening incentive policies,building incentive mechanism;encouraging multiple participation,promoting collaborative governance.In order to provide a useful reference for the standardized development of Zhenjiang Sponge City PPP project,and even the national PPP government project management practice,and promote the improvement of government public management level.
