Study On Government Management Of Expressway Toll Expiration In Guangdong Province

With the rapid development of the expressway,some problems have gradually emerged.In particular,a number of expressways that were built and operated in the late 1980 s and early 1990 s are about to face the expiration of the charging period.According to the current policies and regulations,it will be recovered by the government.There are no precedents to follow and how to manage and manage the government.There is also no supporting policies and management mechanisms.Guangdong province,which has the highest mileage of expressways in China,will be faced with the problem of collecting the tolls due to expire in December2021.Therefore,this paper takes the highways in Guangdong Province as the research object,and explores the government’s recovery management of highways in Guangdong Province and even the country.It has extremely important practical significance.This paper uses the theory of public management and public economics to analyze the national laws and regulations in recent years and the local normative documents on highway toll management in Guangdong Province.Visit relevant government departments,institutions and enterprises,and from the macro level(guangdong province expressway management status)and micro(guangfo highway)is analyzed,in view of existing problems such as absence of laws and regulations,policy or system is not sound and the reasons,and in May 2019,the "regulations on the administration of toll roads" related content,puts forward some countermeasures for perfecting the management system of the expressway toll collection in all kinds of measures and Suggestions,to explore the scientific,standardized,reasonable expressway charge back before the expiration of things after the event to provide policy support of government and practical solution.
