With the acceleration of China’s urbanization process,the impact of internal and external uncertainties facing urban development has gradually shown complex and diverse characteristics,and the disastrous consequences have become more and more significant.As an open and comprehensive system,cities have shown great vulnerability.In order to deal with unpredictable risks,the concept of urban resilience was introduced into the field of urban planning and management,which provided new ideas for cities to deal with the impact of uncertainty from a development perspective.To use the concept of resilience to solve practical problems,we must first evaluate the resilience of the city.At present,domestic scholars’ research on urban resilience is still in the stage of theoretical exploration and qualitative evaluation,and there is a lack of quantitative evaluation research.Moreover,the research scale is mostly a single-period static comparison,and there is little use of spatial statistics to conduct sub-field research on urban resilience.Therefore,it is particularly important to conduct quantitative evaluation of urban resilience and use the evaluation results to explore the spatial relevance and evolution of urban resilience.Based on the study of domestic and foreign urban resilience research,this study determined that the city is composed of three dimensions of physical environment,socioeconomics and information technology,with three stages of development including resistance,adaptation and recovery,and stability,efficiency,adaptability and redundancy.Four attributes of redundancy,and based on this,qualitative analysis extracted key factors.Then,based on the construction of the index system,the neural network optimized by genetic algorithm and the exploratory spatial statistical analysis method were used to build an urban resilience level evaluation model and spatial correlation model.Based on the evaluation of the city’s resilience level,the essence of its global spatial autocorrelation and the contribution of local regions to the global spatial autocorrelation are revealed.Finally,this paper selects 37 cities in the northeast region as empirical objects,and analyzes with the help of software such as Matlab2018 b,Arcgis10.0 and Geoda,and obtains the urban resilience level and spatial differentiation characteristics of the study area in the past 10 years.The results show that the overall level of urban resilience in the Northeast region has no significant improvement trend,but the resilience levels of the four core cities of Harbin,Changchun,Shenyang and Dalian have significantly improved.According to the results of image visualization,the global spatial autocorrelation of urban resilience in the northeast region gradually increased.And the resilience level of southern cities is higher and that of northern cities is lower.The main distribution law is the point distribution of high-toughness cities,and the remaining cities gradually decrease outward toughness with the high-toughness cities as the center.In addition,the agglomeration situation around the city will also change in different periods.Cities in the south maintain high and high agglomeration,while in the north,low and low agglomerations appear.In addition,some areas with high and low agglomeration will be affected by the degree of surrounding areas,and gradually transform into high and high agglomeration,and the regional type change caused by this influence is very significant.This shows that the increase in the number of the same type of agglomeration is the fundamental reason for the formation of the global spatial autocorrelation of urban resilience.The government can make use of the enhanced spatial correlation between cities,combined with the evaluation results of urban resilience,to identify the weak areas of toughness and the main control elements,and formulate targeted policies for improving the resilience of the city to achieve the sustainable development of the city.
