With the transformation of China's economic structure,the gradual development of the tertiary industry,and the increasingly severe light-off phenomenon of photovoltaic power stations,distributed photovoltaic that can adapt to more decentralized energy supply needs has increasingly broad application prospects.The photovoltaic industry has always been a highly policy-driven industry.Without policy support,it is difficult for it to rely on market mechanisms to develop.With the gradual introduction of the state's policies to curb blind investment,limit the scale of installation,and lower the subsidies,starting in 2018,China's new photovoltaic installations have declined and development has slowed,so how to get rid of the dependence on policy and rely on the industry itself to finally form its own competitive advantage is crucial.The long-term competitiveness of distributed photovoltaic lies in technological development and cost control.Enterprises with these two core competitiveness will be invincible in the long-term competition.This article will take "comprehensive economic benefits" as the research point,take Hefei City's industrial and commercial distributed photovoltaic power generation project as an empirical case,establish a comprehensive evaluation index system,and use the model of analytic hierarchy process and fuzzy comprehensive evaluation method to analyze in-depth how will the comprehensive economic benefits change with the change of subsidy and cost,and finally put forward suggestions and countermeasures to improve the comprehensive economic benefits.The results show that at the current subsidy level and cost level,the comprehensive economic benefits of Hefei's industrial and commercial distributed photovoltaic projects are rated as "excellent",but when there is no subsidy and the cost level has fallen to the expected level,the rating result is "good",and the rating results of "profitability","solvency","operating ability" and "investment ability" in the indicator system have all declined.Therefore,it is particularly important to solve the various problems emerging in the distributed photovoltaic industry to improve comprehensive economic benefits,and ensure its long-term healthy development.Finally,this article puts forward suggestions for improvement from four aspects: policy,technology,financing,and operation.In terms of policies,we must reduce tax burdens and improve the property rights register system;in terms of technology,we must allocate more money into technical progress,improve processes flow,and innovate application models;in terms of financing,we must introduce new financing methods and introduce third-party big data to solve information asymmetry;In terms of operation,intelligent management on the power generation side and on the user side should be introduced.In this way,the profitability,solvency,operating capacity and investment capacity will be truly improved and their comprehensive economic benefits will be guaranteed even without subsidies in the future and promote the scientific development of distributed energy.
