For the development of any nation, the transportation system is an important indicator.Among various modes of transportation, the railway transportation system has become the main way to alleviate transportation pressure.Very few systematic studies on the transportation system in Nepal has been carried out and compared with developed countries, the route conditions and transportation organization methods have not been standardized. At present, the road network for the taxi, bus, and cargo transportation in Nepal has expanded through 1200 kilometers from east to west and 800 kilometers from north to south approximately. The east-west air transportation connectivity is only 3% to 5%,and all services are oriented to the capital city,Kathmandu. The regional traffic studied by this thesis shows to be relatively busy, but the travel time of transportation is long and the punctuality rate is low. Most of the passengers have to face considering arriving on time and it is difficult to plan daily travel routes so that there are very few job opportunities outside the range of 200 to 300 kilometers from the starting point, which directly and indirectly affects the development of the country. To alleviate traffic pressure, solving the time management problems, and create more opportunities for the people, the government should start railway transportation as soon as possible.Research on passenger flow assessment and demand for locomotives is of great significance to countries that have not yet adopted rail transportation but still rely on road networks for transportation. For the provincial government and the central government, the establishment and development of railway transportation are undoubtedly beneficial. It is necessary to calculate and evaluate the passenger flow data of each path in the study area. All the relevant data sources collected by the Ministry of Road use manual counting method;CCTV tools are used to record videos in specific areas and later through tabulation records. This research is based on simple logical mathematical calculations.Observing the six national annual traffic flow distribution data of the east-west route of Nepal, the continuous 72-hour road network traffic volume survey is determined based on surveillance video and data obtained by the manual counting method of the government transportation department. The surveyed transportation methods include public and private large buses, minibuses, cars, motorcycles, three and four-wheeled vehicles, and rickshaws. The maximum passenger flow capacity refers to data developed by the Nepal Transportation System.Taking the average daily traffic volume data of three days in six years as the daily traffic volume data, the existing model can be used to obtain the total passenger flow of the Kakarvitta-Attariya research area(i.e.the research area of this thesis).Besides, this thesis comprehensively considers the overall idea of the logical calculation of the train operation diagram, the total number of stations, the stopping time of the starting point(OD),and the skylight time to determine the number of locomotives. All passenger data accumulated at the location of the study area yielded a total passenger flow of 501359.The number of locomotives depends on many factors, such as the train operation diagram, the speed design of the locomotive, the distance traveled by the locomotive, the line capacity, and the waiting time of the starting point.Taking into account all these factors, the number of locomotives required in the route is calculated to be 90.This thesis studies based on actual regional location data, which has become a benchmark for the Nepal Railway Ministry to use a similar model to evaluate and determine the number of locomotives required in the entire required department. Also, this thesis helps planners and designers of the budget system to implement the established plan and provides technical support for the government and decision-makers.
