After more than ten years of development,China's rapid rail passenger transportation network with high-speed rail(HSR)as the core has gradually formed.With the construction of large-scale HSR,it is the promotion of China's "building an innovative country" strategy.Under the realistic background of the rapid development of China's HSR and scientific and technological innovation,the impact of HSR on urban innovation capability(UIC)is a hot issue of concern to the party and the government.Whether HSR can promote the UIC to take the speed of HSR,and to help China's innovative country construction,which is not only related to the assessment of the socio-economic effects of China's large-scale HSR investment and construction,and profoundly affect the economic restructuring and upgrading driven by innovation.So can HSR have an impact on the UIC? What is the impact mechanism? What is the impact extent and direction of HSR on the UIC? Is there any heterogeneity and spatial spillover effect of this impact? This paper reveals the impact mechanism of HSR on the UIC from the theoretical level,and empirically tests the impact extent and direction of HSR on the UIC,as well as the heterogeneity and spatial spillover effect of this impact,so as to better summarize and grasp the relationship between HSR and UIC,and provides recommendations for HSR and UIC development.In this paper,47 prefecture-level and above cities along the Beijing-Shanghai HSR are selected as research objects,and exploratory spatial data analysis,dual difference and spatial econometric model are adopted to study the space-time structure changes and convergence characteristics,overall spatial autocorrelation and local agglomeration of UIC along the line under the background of HSR,and study the impact extent and its direction,heterogeneity and spatial spillover effects of HSR opening on the UIC along the line.The study found that: 1)Under the background of HSR,the UIC along the line has been significantly improved,which is characterized by overall spatial positive autocorrelation and local agglomeration of “high-high” and “low-low”;2)The HSR opening promoted the overall improvement of UIC along the line,and which was inseparable from the support of government support,industrial structure optimization,human capital and innovation environment;3)The HSR opening made more contribution to UIC with larger scale,higher level and more developed finance,which has led to the cities in the south and north sections absorbing the UIC in the adjacent and middle sections along the line,but gradually alleviates over time;4)The UIC itself presents a positive spatial spillover effect,and the HSR opening has also produced a positive spatial spillover effect on UIC,but the spillover range of the HSR is limited,mainly for neighboring cities;The secondary and tertiary industries,financial development and innovation activity have produced positive spatial spillover effects on UIC,while human capital,government support and foreign investment have produced negative spatial spillover effects on UIC.Policy implications: 1)Continue to strengthen the planning and construction of HSR,and incorporate it into China's development strategy of "building an innovative country",so as to promote China's UIC to ride HSR speed;2)Further optimize the structure of the HSR network,strengthen the construction of the main channel,and at the same time,give consideration to the branch line planning,so as to form the HSR network effect,and promote the positive spillover and coordinated development of UIC;3)Small and medium-sized cities along the HSR should actively integrate into the development of the HSR economic belt,actively guide and cultivate the agglomeration of local innovation elements,and accelerate the improvement and catch-up of their own UIC;4)The spatial and temporal scale of HSR's impact on UIC is limited,the urban innovation effect of HSR should be viewed objectively and prudently,regarded as the "lubricant" of UIC,and supplemented by corresponding policy means.
