The expansion of informal settlements is one of the issues the Municipality of Windhoek is facing.Due,to the fact that the populace is expanding and the need for serviced land for housing is additionally developing.This investigation focussed on low cost urban land delivery as a way to deal with the development of informal settlements.This study reviewed literature to guide the study through a framework of analysis.The literature shows that countries like South Africa,Botswana and Rwanda have adopted different strategies through revision and implementing of new urban land policies as well as initiating affordable land delivery strategies.Additionally,the study analysed the impacts of providing low cost urban land in relation with controlling the development of informal settlements.Using a survey conducted with the selected households the results clearly indicates that land delivery to resident of informal settlements will provide tenure security and is perceived as a measure to regularize informal settlements and allow orderly planning and development of these settlements.In-depth interviews were conducted with participants from the municipality,central government and the NGOs,to explore their opinions on low cost urban land delivery and the future plans with regards to informal settlements development and policies.Findings show that,the escalating development of informal settlements is as a result of failures of land delivery systems and policies as well as programmes.Therefore,these failures need interventions.Moreover,the study found that,low cost land delivery for housing will have a significant impact on informal settlements development.it is found by this study that if land can developed at a low cost basis matching individual income categories,the residents can afford to purchase erven from the municipality.
