The growth of cities without proper planning is accompanied by the growth of informal settlements of low income, which in itself is one of many urban problems. With regard specifically to the housing issue, that there is a huge chasm between the demand of housing for people of low income and the ability of public power to produce housing policies of social interest. In front of the shortage of public housing policy popular targeted the low class occupies the land fragile creating informal spaces that need and must be recovered. This occupation gives rise to a series of negative impacts that later become a problem for the government to solve such:Lack of basic infrastructure, diseases, lack of strong health care, lack of good education system, unemployment, poverty and crime.This work presents the analysis of the causes which affect the use and occupation of the land disorderly, becoming urban informal settlements of the problems resulting from illegal occupation, I also find out the reason of existence of the slum, namely:Inadequate government policy, lack of money by the government to promote rapid formal settlements, unbalance development between the urban and rural area and immigrate.As the object of study, I chose the favela of Cazenga located in Luanda, capital of Angola. The research was carried out to measure the living conditions of the population, including survey of health conditions of housing and level of urban infrastructure in place. The choice was based on the fact that the favela present many problems similar to those of other slums in Africa in the hope that the solution found for the resolution of such problems may serve to solve the problems of others slum as well.The methodology used for the collection of data in Cazenga slum was:Government information Obtained through administrator of the municipality of Cazenga Mr. Tani Narciso, research information by internet and inquiry information through questionnaire, from the data I find out that Cazenga slum also has lack of policies of occupation of social housing, the lack of financial conditions and migration in the city in search of better living conditions have contributed so much to this area to reach the state that is today being the target of health problems, lack of schools, hospitals and all basic infrastructures to be considered an urbanized area. The solutions presented in this research in order to resolve the problems afflicting the inhabitants of my area of study is very clear, I am referring to:Good basic infrastructure, strong health care, good education system, access of job, develop rural area, external finance and promote the access of house. I will use the sustainable development, such as the implementation of renewable energy and recycling water and the garbage making the rehabilitation cheaper.In this work, I will introduce some policies to upgrade that facilitate the older inhabitants to remain in the same neighborhood without being removed, without destroying their culture, their habits and their customs. Improving access to school, medical services and all the basic needs, encouraging the use of the bicycle and promoting physical exercise among young people, who turns out to be a way to occupy them and decrease juvenile delinquency.There is a strong link between the reasons of these problems and the solutions found to provide better quality of life in a slum in the study. Attacking the causes we can annihilate the consequences, and that is exactly what I did. I attacked the reasons and I destroyed the problems.
