Study On The Influencing Factors Of Willingness-to-pay About Xian Residents For Reclaimed Water

As the water resources shortage in becoming more and more severe,reclaimed water which is the substitute of water has become a important magic weapon to solve the problem of water resources shortage.Because reclaimed water reuse in our country is in the initial stage,in order to ensure the amount of reclaimed water,government often make a low price for reclaimed water in the most cases which cause s loss to water recycling plant.Government subsidies is the primary method to solve the problem at present,but it can ‘t have a radically resolve.So this paper carry out a research on the resident who is the consumer of reclaimed water,and find out influence factors which influence the resident's willingness to pay.This paper want to solve the problem that reclaimed water price is a little low by the means of improving the resident's willingness to buy and pay level for reclaimed water.And following content is studied in this paper.(1)This paper use the Knowledge Mapping software CiteSpace to have a quantitative analysis of the reclaimed water research in our country,and to excavate the research blind spot on reclaimed water management field especially in price.On this basis,combining the existing problem in the process of reclaimed water reuse to expound the necessity to have a study on resident's willingness to pay.(2)On the theory of consumer's behavior and the “motive/cognitive/opportunity”model,this paper build a influence factor system which include personal characteristics/family characteristics/motivational factors/cognitive factors/opportunity factors.The method CVM is used to get relevant date,Logistic regression model and Tobit regression model are used to analysis the resident's willingness to buy and pay level for reclaimed water in this paper.Paper find out the approach to approve resident's willingness to buy and pay level through excavating the outstanding factors whichinfluence the resident's willingness to pay.(3)Having a empirical about Xian.The research show that 81.18% resident is willing to use reclaimed water and pay some fee,and all residents' average level of payment is 0.82 RMB for per ton reclaimed water.The factors that influence resident's willingness to buy and resident's pay level are different.Among all the factors,the factor of resident's cognitive on the benefit of eco-environment about reclaimed water reuse/environmental motivation/ water saving motivation/convenience to use/career have the outstanding influence on both willingness to buy and pay level.Finally,this paper give some suggestions to improve resident's willingness to pay from the aspects of popularizing relevant knowledge and constructing reclaimed water reuse facility.
