Cause Analysis And Countermeasure Research On Construction Cost Exceeding Budget Of Practical Training Center With Complex Function Requirement

With the comprehensive promotion and implementation of China’s manufacturing power strategy,from a manufacturing power to a great manufacturing power,a large number of craftsmen in the new era are urgently needed,and the higher vocational colleges shouldering the responsibility of delivering high-skilled personnel to the society have ushered in new development opportunities.With the continuous expansion of the scale of higher vocational colleges,it is necessary to build training centers matching with specialties to meet the needs of daily professional training teaching.At present,there are still some problems in the construction of training centers in China,especially the construction projects of training centers with complex functional requirements,such as imperfect design,incomplete procurement,incoordination of equipment installation and entry,and lack of relevant cost research,which lead to the project construction cost exceeding the budget is still a common problem,and there is still a lack of relevant cost research.This paper studies the whole process of project cost management of training center projects with complex functional requirements.Based on the characteristics of such projects,this paper analyzes the cost structure and discusses the specific reasons for the cost overbudget through literature review and field research.Based on an actual engineering case of the construction project of a new rail transit comprehensive training center of a vocational school,this paper applies the concept and method of cost control to control the whole process of the construction project of a New Rail Transit Training Comprehensive Center of a Vocational College from the decision-making stage to the completion and settlement stage.Through the analysis of the cost control effect,it is found that the two stages that have the greatest impact on the actual cost of the project are the equipment procurement stage and the construction implementation stage.In the end,this paper gives reasonable suggestions for the cost over-budget problems of such projects in the future,such as making good overall planning,especially for equipment,strengthening the organization and management of cost control,and using BIM technology for whole-process cost management.The research of this paper provides a method and model for this kind of project management,and provides valuable guidance and help for higher vocational colleges to solve the problems of cost control in the construction of training center more effectively.
