Automatic power generation control(AGC)automatically adjusts the generator's active output according to changes in system frequency and load,so that the frequency and tie line exchange power of the grid are stabilized within a given range.With the increase of new energy penetration rate,the randomness and volatility of renewable energy output have created a new burden on grid frequency modulation.How to accurately predict the AGC frequency modulation capacity demand of the grid becomes very important.For a long time,AGC frequency modulation service providers have been limited to grid-connected power plants.With the development of smart grid,it is feasible for demand response to participate in frequency modulation.At the same time,the frequency modulation performance of the traditional frequency modulation unit is different from that of the demand side resource.The demand side resources have a good substitute effect on the traditional frequency modulation unit.How to quantify the contribution of the unit and demand side resources to the system frequency modulation,and encourage the demand side resources to participate in the frequency modulation market is also an urgent problem to be solved.In this paper,the market mechanism of frequency modulation auxiliary service considering demand response is deeply studied.Firstly,the AGC frequency modulation capacity demand model considering wind power is established.Secondly,the replacement effect of demand-side fast response frequency modulation resources to traditional frequency modulation units is considered,and the clearing model of energy frequency modulation combined market is established.Finally,based on the different frequency modulation performance of unit and demand-side resource,a frequency modulation auxiliary service compensation model considering demand response is established.The main work of this paper includes:(1)The demand for AGC frequency modulation capacity is analyzed,which mainly includes the load fluctuation component and the wind power grid-connected component.Based on the comprehensive consideration of load forecasting error and wind power forecasting error,the AGC frequency modulation capacity acquisition model under certain confidence interval is established.According to the actual violation of CPS index,the dynamic correction method of AGC frequency modulation capacity is proposed.The requirement of AGC frequency modulation capacity in each period of the system is obtained by numerical simulation.(2)A frequency modulation quotation modification model based on frequency modulation performance and benefit factor is proposed.Considering network constraints,unit constraints,load aggregator constraints and the effect of load aggregators on traditional frequency modulation units,an energy-frequency frequency modulation joint market clearing model was established.The clearing price of energy market and frequency modulation market in different scenarios and the dispatching capacity of traditional frequency modulation units and load aggregators are obtained by numerical simulation.(3)Based on the above research,a frequency modulation auxiliary service compensation model considering demand response is established.The contribution of the traditional frequency modulation unit and the load aggregator to the system frequency modulation is quantified,and the unit and the load aggregator are compensated to different degrees.The penalty model for the unit and the load aggregator to exit the AGC without any reason is proposed.The compensation and penalty costs of traditional frequency modulation units and load aggregators participating in frequency modulation market with different frequency modulation performance are obtained by numerical simulation.
