In order to adapt to the transformation of higher education from the development of scale and quantity to the development of connotation and the traditional situation of building industry from "win by quantity" to the new era of "win by quality",the need of implementing the new construction methods of lean construction,digital construction,green construction and assembly construction,as an important aspect of the cost management of university infrastructure management,how to meet the needs of teachers and students;learning and life.From the perspectives of activity,discipline construction,connotative development and sustainable development,the problems of extensive project cost management,waste and "three super" are solved.In this paper,the concept of cost management in the whole process of university construction project based on the idea of lean construction is put forward,and the organization and measure system to realize the concept is constructed.The main research contents and conclusions are as follows:(1)based on the theory of total cost management of construction projects and the principle of whole team management,the external organization system of lean cost management in the whole process of construction projects in Colleges and universities is studied and constructed.Build a team organization with the owner as the core,the owner,design,supervision,cost consultation,construction,material and equipment suppliers and other relevant stakeholders of the construction project,based on the win-win concept that the owner obtains satisfactory products and services and other parties obtain reasonable profits,and under the agreement of the established contract relationship,through effective communication and management.(2)explore the internal organization system suitable for lean cost management in the whole process of university construction projects.Based on the guidance of the internal control department and post authority of colleges and universities,a team organization with the capital construction management department as the main body of responsibility and the decision-making level,capital construction,finance,audit,supervision,state-owned assets and other departments of colleges and universities as well as the whole process tracking audit is constructed to promote the standardized and efficient cost management.(3)based on the whole process cost management theory and lean construction idea of the construction project,this paper studies and constructs the measure system of the whole process cost lean management of the construction project in Colleges and universities.From the decision-making stage to the completion stage of the construction project,we should grasp the key stages and key links of cost impact,apply appropriate technical methods in different stages,and take the lean thought of continuous improvement and elimination of waste and perfection as the guidance,and make sure and control the cost of each stage in detail.(4)through the applied research of the organization and measure system of the lean management in the whole process of the construction project in the University,the research shows that the relevant stakeholders are able to communicate smoothly,reduce the waste,and eliminate the "three super".The final accounts of the project are saved by 11 million 978 thousand yuan compared with the approved budgets,and the saving rate is 12.21%,which proves the advanced nature,applicability and effectiveness of the system.The relevant results of this study provide a specific path for improving the cost management efficiency of university construction projects,which has direct economic significance in similar university construction projects.
