Water is the material basis for the survival of human beings and all living things.It is the basic natural resources and strategic economic resources for the development of economy,the protection of the environment and the improvement of people's livelihood.In recent years,with the rapid development of economy and society,some new problems have arisen in river management and protection in China.How to effectively optimize management system and improve river water quality by organizational coordination and control is of great significance to promote the development of the new era.Through reading and studying a large number of foreign advanced countries' river management literature,this thesis compares the current situation,theoretical research,existing problems and solutions of river management in China,draws out the river length system management system with Chinese characteristics in the context of the times,and carries out analysis based on the performance evaluation method in the management discipline.Based on the basic theory of the balanced scorecard,and referring to the existing rules for the assessment of the long-term mechanism of the river chief system,a new performance evaluation model of river chief system is constructed.The model consists of four dimensions: input index of river governance,participation index of river chief,operation and maintenance index of river chief system and evaluation index of river governance.It is subdivided into 10 secondary indicators and 19 specific,measurable and operable three-level indicators one by one.Using analytic hierarchy process,combined with the comprehensive application of interview,discussion,questionnaire and expert scoring method to determine the weight of indicators at all levels.The efficiency coefficient method is used to quantify and assign the three-level index data,and the weight consistency is calculated and verified by the software of Matlab.Finally,the performance score of the corresponding river channel is obtained by weighted calculation.Using the newly constructed performance evaluation model of river chief system,the weighted calculation of 30 river data in Hangzhou Xiacheng District from 2017 to 2018 is carried out,and the results of performance evaluation of 30 river channels areobtained.By comparing the performance evaluation results of the new and old river chief system,and combining the evaluation results of excellent river courses and excellent grass-roots River chiefs in recent two years,the validity of the newly constructed river chief system performance evaluation model is further illustrated.Therefore,it can be considered that the Balanced Scorecard Model of river chief system performance evaluation can better evaluate and guide the river chief system performance system.This thesis combines the performance evaluation method of management with the construction of ecological civilization,introduces the Balanced Scorecard model,constructs the performance evaluation index system and evaluation model of the new river chief system,which provides theoretical guidance for the development and optimization of the river chief system,and also provides effective reference for the performance evaluation of other relevant government work.
