Research On The Development Path Of Reserved Villages In The Planning And Construction Land Of Xi Xian New Area From The Perspective Of Equity

No matter what stage the social and economic development has reached and how high the urban and rural construction has reached,the issue of equity has always been an endless research topic.At present,in the process of high-speed urbanization in China,cities continue to devour villages.Because of financial problems,local governments mostly adopt simple and extensive methods to deal with villages in urban construction land,or take them apart,or expropriate farmland,bypass villages,passively retain village space,making it a persistent problem in urban construction.In view of the development of such villages,it is necessary to change the current "post-treatment" into "pre-intervention",and make a good development path planning at the beginning of the expansion of the scope of urban construction land,and carry out development and construction step by step and in a planned way.From the perspective of the concept of equity,this paper explores the issue of equitable development between Yanxiao village and other urban areas on the basis of the fact that Yan Xiao village will become a urban area with rural characteristics after its reservation.Through the research and analysis of relevant theories,the ideal goal of fair development between the two is constructed,and it is pointed out that there is a huge gap and challenge between Yanxiao village 's current development level and the ideal goal.On this basis,an evaluation index system for the level of fair development of Yanxiao village and general urban areas,which is based on the development of villages,is constructed.According to the relevant theoretical research,the important influencing factors affecting fair development are selected,and the four systems of social development,industrial economy,space construction and ecological environment are sorted out.The factors are divided into four categories and twenty sub-categories.The theoretical and methodological support of this study.The evaluation results show that in the process of equitable development,the resource elements generally incline to the side of the general urban area,in which industrial economy has the highest impact,followed by social development,and finally space construction and ecological environment.Therefore,the first problem to be solved should be the unbalance of industrial structure and the cultivation of labor force capacity in the development of industrial economy.Yanxiao village,a city with rural characteristics,has fallen into the dilemma of industrial development because of the disappearance of cultivated land in the process of development and evolution,and urgently needs to be integrated with the urban industrial chain.Secondly,the problem to be solved is the educational facilities and medical treatment in social development.The problem of lack of facilities,the relative scarcity of important public resources such as surrounding education,and the need for a certain degree of inclination of urban resources;the third problem to be solved is the unbalance of per capita construction land and the low rate of facilities allocation in space construction.The current space quality is low,and the allocation of living service facilities needs to be further strengthened on the basis of retaining the original space texture.This will improve the quality of residential space and effectively control the scale of construction land.The final problem to be solved is the lack of infrastructure in the ecological environment and the imperfect management and maintenance.Yanxiao village is close to the Fenghe River and needs to effectively control the surrounding ecological space environment.According to the trend and direction indicated by the evaluation results,this paper puts forward the path of fair development of Yanxiao village from the aspects of industrial economy,social development,space construction,ecological environment,planning management and system guarantee,and gradually realizes the goal of industrial integration and development,equalization of service facilities,balance of living space quality and co-construction and Co-governance of ecological environment protection.In addition,it provides policy guarantees for fair development from five aspects: law,administration,economy,technology and social security.Therefore,the path of fair development formulated in this paper fully reflects the value principle of socialist equity and justice in the process of local urbanization of villages and cities,explores a new way of urbanization,and promotes the integration of local urbanized villages and urban economic and social development.
