The limit of road maintenance funds is a common problem in China’s road management departments.Especially with the prosperity and development of China’s highway construction industry,the mileage of highway networks is gradually increasing,and the scope of road networks is expanding.Scientifically allocating limited maintenance funds and determining the time,place and type of maintenance of road network maintenance programs have become an urgent need of road managers,which also gives practical significance for the optimal allocation of maintenance funds.Based on the mathematical programming theory,this paper takes the Shanxi Provincial Expressway Network as the specific research object.Based on the analysis of the logical relationship of pavement performance changes,two mixed integer quadratic programming models based on the pavement damage condition index PCI are proposed to realize the optimal allocation of multi-year maintenance funds for pavement.The first optimization-based fund allocation model aims to maximize the average excellent road rate during the road network planning period.While being constrained by the maintenance funds and the maintenance plan,the dynamic response problem of the performance curve of the road element after receiving different maintenance measures during the planning period was considered.Aiming at the problems existing in the optimized maintenance fund model,a second threshold-based maintenance fund optimization allocation model is proposed.The second model optimization target is unchanged.Based on the first model constraint,the road maintenance type decision tree based on traffic and PCI is added to realize the optimal allocation of maintenance funds based on threshold.Finally,this paper selects the Shanxi high-speed local road network to establish the optimal allocation model of maintenance funds,and uses the optimization software Lingo to complete the example calculation,which verifies the feasibility of the model.By analyzing the results,it can be found that the optimization model has higher utilization rate of maintenance funds and the overall performance of the road has been greatly improved.
