With the rapid development of China's economy and the increasing demand of residents for travel,the congestion of the ring expressway has become a problem that can not be ignored.It has become the common demand of travelers and road managers to alleviate the congestion and improve the service level of the ring expressway.This paper takes Xi'an Ring Expressway as the research object,based on the study of truck transportation costs,traffic demand control strategies is used to research the reasonable charging rates of transit Xi'an trucks.The economic leverage of expressway toll rates is used to design a theoretical tool system for shunting the transit trucks of the ring expressway,aiming to alleviate the congestion of the ring expressway and improve the road service level of ring expressway.First of all,this paper constructs an analysis system for the traffic status of the city expressway network,which is used to determine whether the ring expressway needs traffic diversion and whether the shunted expressway has the ability to undertake the transfer and increase traffic volume.This paper takes Xi'an Ring Expressway as the research object,based on expressway toll collection data and road section observation data,the service efficiency and traffic operation characteristics of the toll stations of the Xi'an Ring Expressway and the Xi-xian North Ring Road were analyzed.The results show that the Xi'an Ring Expressway is often congested and the road resources on the Xi-xian North Ring Road are not fully utilized.Therefore,a diversion strategy is needed to improve the road operation status of the Xi'an Ring Expressway.At the same time,according to expressway network toll data,the traffic characteristics of transit trucks of Xi'an Ring Expressway are analyzed.Secondly,by analyzing and researching the cost of road transportation of vehicles,the model of road transportation cost calculation model for transit trucks in Xi'an is established in this paper.According to the actual data of the expressway,the freight transportation costs of the three transit Xi'an lines is calculated,which provided data foundation for the formulation of freight rates for transit Xi'an trucks.Finally,this paper analyzes the road resistance function and the traffic flow distribution model.Based on the improvement of the traditional road resistance function,this paper establishes a bi-level programming model which is suitable for the adjustment of the toll rate of the transit trucks in the ring expressway.And the actual data of the researched road network is used to calibrate the parameters of the road resistance function.Based on this,the optimization principle is to maximize the amount of trucks in transit Xi'an Ring Expressway.The charging adjustment plan for the OD lines of three transit Xi'an trucks is determined.This paper analyzes and studies the toll collection strategy of the transit trucks in the ring expressway from the aspects of the traffic operation state of the regional road network,the transportation cost of the truck road,the road resistance function and the construction of the traffic flow distribution model.By using the economic leverage of toll rate,a set of theoretical tool system for shunting the transit trucks of the ring expressway is constructed,which can provide a new solution to alleviate the congestion of the ring expressway and balance the traffic flow of the regional road network.
