International terrorism has been increasingly rampant in recent years and terrorist attacks have become “frequent occurrence”.Our overseas Chinese-funded enterprises & institutions are vulnerable to terrorist attacks because of their complex environment.However,few research on risk assessment of buildings against terrorist attacks has been done in China,and related protective guidelines also lack practicability.There isn't a set of specific,rational and feasible risk assessment method or uniform standard for protection designing for a long time,thus tremendously hindering overseas Chinese-funded enterprises & institutions from improving their safety management ability.Thanks to the “One Belt,One Road” initiative,more and more Chinese enterprises & institutions choose to “go global” and the safety problem of overseas Chinese-funded enterprises & institutions has attracted widespread attention of people from all walks of life.Hence,doing specific research on risk assessment methods and protection designing guidelines is of great practical significance and reference value for the safety of overseas Chinese-funded enterprises & institutions.The paper takes buildings built or leased by overseas Chinese-funded enterprises &institutions as the research object,studying their risk assessment and protection designing against terrorist attacks through literature review,data statistics,theoretical analysis,conference interview and case analysis,etc.methods.First,the author identified and analyzed threats of terrorist attacks as well as their attack means based on GTD and public data,and put forward the basic threats faced by the buildings.According to advice on protection designing measures in GB 50348-2018 “Technical Code for Engineering of Security and Protection System”,the author analyzed protective factors against terrorist attacks and proposed countermeasures based on combination of the protective measures stipulated in a series of US military standards for protection engineering and anti-terrorism.Secondly,the author put forward the basic concept,implementation process and evaluation method of risk assessment against terrorist attacks in accordance with ISO31000:2018 “Risk Management Guidelines” through a large quantity of case studies and literature review.Risks of terrorist attacks on buildings involve three basic factors,i.e.possibility,vulnerability and severity.Besides,the author also creatively established assessment index system as well as corresponding quantification standard,and adopted the improved method to calculate the relative weight of each index based on gray correlation degree.Thirdly,the author put forward protective designing guidelines for all the basic threats respectively in terms of four aspects,namely site work,building units,technical equipment andmanpower system,in line with classification criteria of designing measures and safety standards both at home and abroad.In the end,an overseas Chinese-funded enterprise was selected for applied analysis.The author used the risk assessment process and method presented in this paper to conduct an overall evaluation of the enterprise,obtained value-at-risk under different threats and improved upon its protective design measures according to the risk assessment criteria and protective design guideline described in this paper.
