As China's "One Belt,One Road" initiative has received more and more responses and support from all over the world,China's engineering enterprises have actively participated in major projects along the "Belt and Road"project.The construction has effectively promoted the close ties and coordinated development of countries along the route.In terms of contracts signed in foreign countries,the number and amount of new signed contracts continued to grow.Therefore,how to effectively evaluate various risk factors that may be encountered during the construction phase of overseas projects is extremely important for engineering companies to conduct reasonable project risk management and control.Firstly,based on the current situation of project risk management,this paper sorts out the existing project risk management content,and combines the author's profound experience in construction site management and typical overseas engineering projects,identified assessment index for project construction phase risk assessment.Secondly,the paper builds project risk evaluation system for overseas engineering projects at construction phase.It mainly includes two parts:1)methodological process based on AHP method and fuzzy comprehensive evaluation method for construction phase risk evaluation of overseas engineering projects;2)construction phase risk evaluation system of overseas engineering projects based on author's study of relevant research and personal practice.The paper summarizes the complex project risks at construction stage in overseas engineering projects to 8 first grade risk indexes and 80 second grade risk indexes.After screening of 80 second grade risk indexes,36 second grade risk indexes are remained and used for building construction phase risk evaluation system.Thirdly,the paper adopts AHP-fuzzy comprehensive risk assessment method,takes Nairobi-Thika Highway Improvement Project Lot2 as the example,gets 1)index sets and weights for project risk evaluation,2)fuzzy matrix for project risk evaluation,3)evaluation results calculated from 1)and 2).Finally,the paper analyses many representative cases happened during the construction period of Nairobi-Thika Highway Improvement Project Lot2,reveals logistic of existence of project risk at construction phase from contractor's aspect.The research provides practical reference information for project management team to carry out effective risk evaluation and develop pointed risk management measures at the construction phase according to characteristics of the project.
