Under the background of China's sustained and rapid economic growth and global economic integration,efficient human resources management has become the top priority among various resources of enterprises and an important prerequisite for enterprise development.The core content of human resources management is the distribution and use of human resources in enterprises.Only through scientific and reasonable allocation can an efficient system be established,thus promoting the cooperation of other resources in enterprises and stimulating the maximum efficiency.However,a simple combination of human resources is far from enough.In order to expand competitiveness and provide higher efficiency for enterprises,human resources must be reasonably and effectively allocated[1].How to realize the optimal allocation of enterprise human resources has become the focus of social attention.At present,the special purpose vehicle manufacturing industry has ushered in the most intense competition and the most anticipated transformation and upgrading period.This industry occupies a large proportion in the entire automobile industry.The production of special purpose vehicles has increased year by year and has gradually been integrated into people's daily life and provides indispensable convenience.Company A is a long-established,large-scale and brand-effective manufacturer of aquatic product cold-chain transportation vehicles.With the continuous evolution of development,there is no doubt about the defects of staffing.Without a detailed human resources plan,it is impossible to recruit employees who are compatible with their jobs,let alone to conduct induction training for employees and use scientific methods to calculate the matching degree between employees and positions,which has led to a significant decline in the company's competitiveness in the market.To sum up,it is particularly important to study the work distribution of Company A's employees and put forward excellent and reasonable distribution plans.Based on the market's regulating effect on human resources and the relevant theories of human resources allocation,this paper studies and conducts a questionnaire survey in-depth within the enterprise,and analyzes the advantages and disadvantages of the enterprise in combination with SWOT analysis.It adopts various methods to accurately evaluate the current situation of human resources allocation in Company A,finds out the existing problems,and then analyzes the causes.According to the experience of human resources allocation in US,Japan and Germany,this paper proposes six strategies to solve the problem.First,scientific analysis of posts,rational allocation of human resources,and dynamic coordination of human resources.Second,establish a reasonable organizational structure,set up a special human resources department,and transform the straight line into a flat organizational structure.Third,optimize staff recruitment methods,strengthen internal recruitment and promotion,optimize external recruitment staff testing methods,classify and formulate recruitment tests plans according to recruitment categories,and select the best candidates matching the positions through comprehensive scoring.Fourth,establish a target training system,collect training demand information through the training demand questionnaire,and develop a three-in-one training system of on-the-job training,on-the-job training and further study according to the current training situation of Company A;Fifth,establish post performance evaluation standards,determine key performance indicators through the use of rating systems,and improve the accuracy of performance evaluation.Sixth,establish an incentive mechanism for employees to enhance their work enthusiasm through salary incentives,emotional incentives,honor incentives,etc.Through the above strategy to optimize the allocation of A company's human resources,to deal with the relationship between the proportion of personnel,to achieve a reasonable layout.
