The traditional replacement project of protection relay panel has problems such as high operational risk,low work efficiency,and difficulty to guarantee the quality,etc Optimizing the construction process and improving the construction plan of the project can greatly improve safety,economic and social benefits,etc.,which has important practical significance.At present,although there are many improvement methods and schemes,only a certain piece of problem can be solved due to the lack of theoretical basis.Therefore,it is urgent to propose a systematic,efficient and accurate scheme to solve this kind of problem.Soft System Methodology(SSM)can systematically think and solve problems,which has a good effect on exploring and solving complex Human-induced problems and various non-technical problems,especially for those complex social,economic,and political issues with human factors.Based on the soft system methodology,this paper puts forward a set of measures and schemes suitable for the protection relay panel replacement.Firstly,this article summarizes the three unsatisfactory structural problems of safety,progress and quality in the replacement of protection relay pane.Then,it gradually implements problem expressions,root definitions and conceptual model constructions with its activities of the soft system methodology.Through the comparison and analysis of the obtained model with the actual project,corresponding effective measures are formulated.Finally,detailed plans and measures are proposed to solve three problems,which include the optimization of secondary wiring using aviation plugs,the improvement of the lower beam of the detachable screen cabinet,and the improvement of the front panel of the detachable screen cabinet.Their effects are also analyzed.Furthermore,the effectiveness of the programs and measures based on the soft system methodology is also verified.In summary,this paper proposes a scheme to solve the safety,progress,and quality issues in the protection relay panel replacement project.The plan and measures formulated in this paper can effectively prevent the accidental operation during the replacement of the protection relay panel and improve the safety benefits;streamline the procedures and guarantee the project progress;improve the engineering quality and ensure that the protection relay panel replacement proceeds smoothly.
