Research On Function Transformation Of Qinhuangdao Maritime Safety Administration In The Context Of Supply-side Structural Reform

With implementation of comprehensive deepening of reform and introduction of overarching objective of modernizing China’s system and capacity for governance,governments and functional agencies at all levels actively adapt to reform and make corresponding functional changes.In this process,supply-side structural reform has become an important measure to facilitate transformation and upgradation of economic structure for boosting economic growth in the context of new normal of economic development in China.This thesis analyzes the theory of supply-side reform and the theory of government function transformation through a combination of theoretical research and applied research,studies its development law,in order to provide reference for the function transformation of maritime management institutions.Bordering the Yanshan Mountains in the north and the Bohai Bay in the south,Qinhuangdao has its unique cultural and natural resources.It is located in the region of Beijing-Tianjin-Hebei urban cluster,being one of the first coastal open cities,the national transportation hub and national forest city.The National Innovation Demonstration Zone of Life and Health Industry in Beidaihe District has been listed as the key plan in the overall layout of coordinated development in the Beijing-Tianjin-Hebei Region.Therefore,Qinhuangdao Municipal Government put forward the development strategy of building the ecological,industrial,open and civilized city by means of accelerated transformation,green development and great-leap-forward promotion to build an advanced coastal city and beautiful port city.It has become an urgent issue for Qinhuangdao Maritime Safety Administration to promote local economic development by adapting to the trend of local economic development and completing transformation of government functions.The purposes of this thesis are to find the solutions to realize transformation of government functions for Qinhuangdao Maritime Safety Administration as well as rapid development of economy of Qinhuangdao and to explore effective ways to solve the contradictions between transformation of government functions and economic transformation and upgradation,in combination of current status of transformation and upgradation of marine tourism economy in Qinhuangdao and situation of maritime safety regulation capabilities by Qinhuangdao Maritime Safety Administration.The first part of the thesis focuses on background and significance of the research.Meanwhile,it summarizes the foreign and domestic research progress on transformation of government functions for maritime administrations and clarifies research ideas and methods.The second part mainly introduces some related concepts,sorting out the basic theories needed for the thesis.The third part discusses the measures to transform government functions taken by Qinhuangdao Maritime Safety Administration,the existing problems and cause analysis.The fourth part focuses on summary and analysis of practices and experience in function transformation of maritime administrations at home and abroad,drawing inspirations from process of function transformation of maritime administrations.The fifth part proposes countermeasures for function transformation of Qinhuangdao Maritime Safety Administration,in terms of objectives of function transformation,improvement of supporting management system for new types of supervised entities,improvement of comprehensive maritime law enforcement capabilities,and strengthening communication and collaboration with local governments and other marine departments.
