| In recent years,our country has carried out a series of administrative and management system reforms,such as "decentralization,combination of decentralization and optimization of service",which has made it a common understanding to modernize the governance system and capacity of government institutions.In order to meet the needs of water safety supervision under the new situation,the maritime department has carried out the reform of law enforcement agencies at the grass-roots level in step with the state.In this context,Pingtan Maritime Safety Administration,as the first unit to adopt flat management in the national maritime system,emerged at the historic moment in 2015.It has found out the experience of flat management mode with maritime characteristics in the maritime system and achieved good results.As Pingtan is the closest place from the mainland to Taiwan,its strategic position is becoming increasingly prominent.By 2022,Pingtan has 137 shipping enterprises,597 ships,and a shipping capacity of 6.21 million DWT,ranking first in Fujian Province in terms of total shipping capacity.Its maritime safety supervision business,including crew and ships,has a large volume,and the original flat management mode can no longer meet the needs of service performance.On the basis of a lot of literature reading,this paper analyzes the important measures and experience results of the flat management of Pingtan Maritime Safety Administration through literature research method,field research method,induction analysis and other methods,and summarizes and refines the problems existing in the flat management mode of Pingtan Maritime Safety Administration,such as insufficient human resources,insufficient policy support,difficulties in professional training and poor talent promotion channels.In view of the existing problems,this paper applies the theories of flat management to study the influence of different factors on the flat management of government agencies,and draws on the achievements of the typical flat management of government agencies at home and abroad to provide strong support for the flat management reform of Pingtan Maritime Safety Administration.Therefore,after in-depth analysis with the help of professional knowledge of public management,the author preliminarily grasped the causes of the problems and put forward suggestions such as strengthening management planning and guidance,increasing policy support and tilt,promoting decentralization and delegation of power,and supporting talent cultivation and promotion.At present,the flattening management theory of marine system is relatively scarce in China.Pingtan Maritime Safety Administration,as the first branch bureau in China to adopt flattened management model,the experience,difficulties encountered in flattened management in the past,and the idea of implementing flattened management reform will provide experience for other branches of the maritime system to adopt flattened management model,and some theoretical support for the marine system to deepen institutional reform and modernize its governance system and capacity. |
