With the rapid development of the knowledge economy and the rapid growth of air traffic in passenger and cargo throughput,airports are playing an increasingly important role in urban operations.Airport safety management is an important part of urban emergency management.However,large civil aviation airports have many components,complicated operation processes,and the units involved in flight production guarantee come from different departments,which results in the impact of diversity risks during the operation of the airport system.The coexistence of different types of risks poses greater challenges to airport safety management.The traditional risk management method based on the analysis of the probability of occurrence of the risk and the severity of the consequences is difficult to adapt to the risk formation law of large and complex airport systems in the management of major disaster risks.Therefore,considering the difficulties of risk recognition caused by the complexity of large airport systems as well as the residual risks of traditional risk management processes which not solve problem,this paper proposes a disaster resilience management model for large and complex airport systems.Firstly,this article divides the airport area into a natural environment subsystem,a technical facility subsystem,a service chain subsystem,and a management system subsystem from the perspective of a social-natural-technical(SETs)system.And analyze the complexity of public safety risks in the airport area.Secondly,define the disaster resilience of the airport area system,and propose a disaster resilience management mode suitable for the airport area system with the aim of improving the airport system disaster resilience level.Thirdly,analyze the chain effects of disaster events,and lay the foundation for proposing risk control measures.Fourly,propose disaster resilience assessment methods.The highlight of this article is that thinking the airport area system is a composite ecosystem of SETs,and from the perspective of risk interaction analysis,the disaster resilience analysis method is introduced to build a disaster area resilience management model that combines risk analysis and resilience analysis.At the same time,starting from the attributes of disaster resilience,the life cycle of disaster events and the constituent elements of airport regional system,a selection framework for disaster resilience indicators of airport regional system is constructed.
